Sri Lanka Customs has delivered a striking fiscal performance, collecting Rs. 2,286.1 billion by October 21, already exceeding its full-year revenue target of Rs. 2,207 billion by 3.6 percent. The achievement raises a crucial question for the Government: is the revenue surge evidence of a more efficient, accountable Customs administration, or is the Treasury benefiting primarily from higher taxes, returning vehicle imports and renewed demand for imported goods?
Official figures show that Customs collected Rs. 152.8 billion during the first 21 days of October, equivalent to 79 percent of the month’s target of Rs. 193.3 billion. The department has also exceeded its monthly targets for nine consecutive months through September, strengthening its position as a principal revenue contributor to the Treasury.
The performance is particularly significant because the Government initially set a 2026 revenue target 13.5 percent below the Rs. 2,551 billion collected in 2025. The reduction reflected expectations of a substantial decline in vehicle imports. Yet Customs has already collected more than its annual target, suggesting that the original projections were overtaken by actual revenue performance.
However, the figures require careful interpretation. Customs revenue is not a direct measure of administrative efficiency. It reflects several interacting factors: import volumes, applicable tax rates, exchange-rate movements, the composition of imported goods, valuation practices and the effectiveness of enforcement.
Vehicle imports are an especially important factor. Following the severe foreign-exchange crisis of 2022, restrictions sharply reduced imports and deprived the Treasury of substantial customs duties and excise revenue. The subsequent relaxation of restrictions restored access to imported vehicles, while the accumulated demand for personal transport helped revive import-related tax collections.
Vehicle taxation can generate substantial revenue because imported vehicles attract multiple fiscal charges, depending on their category, engine capacity, age and applicable tax provisions. Consequently, a surge in vehicle imports can increase Customs collections even without a corresponding improvement in institutional productivity.
This creates a policy dilemma. Higher import taxes help finance public expenditure and protect fiscal targets under Sri Lanka’s International Monetary Fund-supported programme. Yet excessive taxation can also raise vehicle prices, increase transport costs for businesses and households, and make economic mobility more expensive.
The Government must therefore distinguish between sustainable revenue mobilisation and a temporary windfall generated by pent-up demand and heavy taxation. A tax-dependent revenue strategy becomes vulnerable if import demand weakens or vehicle imports decline.
Last year’s record Rs. 2,551 billion collection, compared with a revised target of Rs. 2,241 billion, demonstrated Customs’ capacity to outperform budgetary expectations. But the real test is whether this performance can be sustained through improved compliance, reduced leakage and faster clearance rather than repeatedly raising the tax burden.
The Government should publish a detailed breakdown of revenue by vehicle imports, other imported goods, individual tax categories, valuation adjustments and enforcement recoveries. Without such evidence, claims that reforms alone have transformed Customs remain unproven.
Sri Lanka needs a Customs administration that collects every rupee legally due without imposing unnecessary costs on legitimate trade. Exceeding the target is an achievement; demonstrating that the achievement reflects lasting institutional improvement is the more important test.
