Mozambique’s Minister of Finance, Carla Loveira, met with the International Monetary Fund (IMF) Deputy Managing Director, Bo Li, on Wednesday, 14 October 2026 in Bangkok, Thailand.
During the meeting, the Minister of Finance presented an update on the Mozambican economy, which has been showing signs of gradual recovery.
In the second quarter of 2026, year-on-year economic growth stood at around 1.7%, while inflation reached 7%, reflecting, among other factors, persistent pressure on fuel prices. Nevertheless, the outlook points to inflation remaining below double-digit levels until the end of the year.
According to the minister, despite signs of economic recovery, liquidity challenges persist in the State Treasury, constraining the full execution of the State Budget and making it difficult to meet public debt service obligations fully and on time.
“Notwithstanding these short-term challenges, we remain fully confident in Mozambique’s medium-term potential, particularly as a result of the ongoing fiscal reforms and the benefits that liquefied natural gas (LNG) projects could bring to our economy. This outlook is reinforced by the relaunch in January 2026 of TotalEnergies’ Mozambique LNG project, the progress of other strategic projects, such as Coral Norte, and our recent removal from the Financial Action Task Force (FATF) grey list,” the Minister of Finance said.
The minister also stressed that the coordinated implementation of fiscal and structural reforms could gradually help create fiscal space to finance priority social expenditure, revive economic activity, strengthen investor confidence and attract new investment to the country.
For his part, IMF Deputy Managing Director Bo Li encouraged Mozambique to maintain dialogue and engagement with the institution, with a view to restoring macroeconomic stability, reviving economic growth and protecting the most vulnerable segments of the population.
The meeting reaffirmed the importance of continued dialogue between the Government of Mozambique and the IMF in identifying solutions to the country’s macroeconomic and fiscal challenges, as well as promoting reforms that contribute to the sustainability of public finances and inclusive and sustainable economic growth.
