In plain English
France has had weeks of protests over living costs, and riots followed the biggest march on 17 October. Now the government’s local chief in Lyon says no demonstration at all may take place there on Saturday.
A prefect is the national government’s top official in a region or department, with power over local policing.
The Rhône prefecture, the state authority that oversees policing in Lyon, announced on Thursday 22 October that all demonstrations are banned in the city on Saturday 24 October. It comes a week after looting and violence on the margins of the 17 October march, part of the unrest we follow in our France protests coverage.
A new call for a protest day against the high cost of living, labelled “Acte II”, is called for the same Saturday by a Yellow Vest coordination, Lyon Mag reported. Our explainer on why France is protesting sets out how the movement began.
What the Ban Covers
The prefecture’s wording, as quoted in French media, is that “any demonstration” is barred in Lyon on Saturday (our translation). The reports available so far did not give hours or a map of the area.
Lyon already has tighter rules. A night curfew from 9 p.m. to 6 a.m. was first imposed for the night of 19 to 20 October in part of the central Presqu’île district, Lyon Mag reported, after gatherings had been banned between 6 p.m. and 9 p.m. Bars, restaurants and public transport were allowed to keep running. The reports we saw did not say whether it still applies.
Paris Meets Over the Unrest
President Emmanuel Macron chaired a security council at the Élysée Palace on Thursday morning, and Le Monde’s live coverage reported that it had ended. Party leaders were due at Matignon, the prime minister’s office, at 2:30 p.m. Paris time (8:30 a.m. ET), Libération reported.
The 17 October march drew 550,000 people by the Interior Ministry’s count and 800,000 by the organisers’ count. Several cities saw riots that evening.
What Prediction Markets Say
On Kalshi, which is regulated in the US by the CFTC (the Commodity Futures Trading Commission), traders put the chance that France declares a state of emergency at 11% before 1 November and 23% before 1 January 2027, with 37,588 contracts traded across the two markets. Prices are as of 6:38 a.m. ET on 22 October and are bets, not polls.
Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.
What It Means for US Readers
Anyone in Lyon on Saturday should expect a heavy police presence and steer clear of crowds, since even a peaceful march is banned. Check the US Embassy and prefecture notices, and see our guide to travel to France right now.
What Is Not Known
The hours and exact area of the ban were not reported at the time of writing. It is also unclear whether organisers will challenge the order in court or march anyway, and what the Élysée meeting decided.
