The initiative, known as the Innovative Suppliers Network (RFI), was developed in partnership with AGROGES under Portugal 2030 and in coordination with COMPETE 2030.
According to Navigator, the programme aims to strengthen competitiveness and investment capacity across Portugal’s forestry sector by supporting modernisation, technological innovation and improved productivity.
The initiative targets timber suppliers, forestry service providers and transport companies belonging to the Navigator Forest Producers Club, enabling businesses to invest in machinery, technology, digitalisation and new operational processes.
Investment incentives for forestry businesses
One of the first funding opportunities available through the programme is the Productive Innovation Incentive System, which offers a base support rate of 40 percent for micro and small enterprises and 30 percent for medium-sized businesses.
These incentives can increase by 10 percentage points for companies that strengthen their commercial relationship with Navigator.
Businesses operating in certain sub-regions may also qualify for an additional territorial increase of 10 percentage points, subject to applicable maximum aid limits.
However, the funding is not intended for routine equipment replacement. Eligible projects must introduce new or significantly improved products, services or processes that enhance operational capacity, productivity, efficiency and competitiveness.
Navigator explained that the initiative is designed to modernise forestry businesses, strengthen domestic production capacity and improve efficiency throughout the sector.
The programme is also expected to contribute to reducing Portugal’s dependence on imports by encouraging investment in domestic forestry operations.
Partnerships to support investment applications
Applications will be assessed according to the expected impact of proposed investments on business operations, particularly regarding innovation, productivity and efficiency.
Projects demonstrating a contribution to strengthening the forestry value chain will also be prioritised.
In addition to direct investment incentives, the programme offers preferential financing conditions through Crédito Agrícola, alongside specialised machinery insurance arrangements established through a partnership with Empremédia.
AGROGES will provide technical assistance to participating businesses, supporting the preparation and submission of funding applications.
Through these partnerships, Navigator aims to facilitate access to investment opportunities and encourage forestry companies to adopt more advanced technologies and production methods.
The Navigator Company, one of Portugal’s major industrial groups, reported a turnover of €1.97 billion in 2025, according to figures released by the company.
