El Salvador’s prosecutors have accused 564 Barrio 18 gang leaders, and local media say they want life terms. The mass case covers 14,497 charges.
Prosecutors in El Salvador accused 564 Barrio 18 leaders on Thursday, 22 October; Diario El Salvador says they asked for life sentences. The Fiscalía General de la República filed the case before an organised-crime court in San Salvador.
The United States named Barrio 18 a foreign terrorist organisation in September 2025, so both governments label the gang terrorist. The file lists 14,497 charges for crimes between 2012 and 2026, all of them allegations until a court rules.
In Plain English
- Barrio 18: a street gang, also called Calle 18, split into two factions, the Sureños and the Revolucionarios.
- Mass trial: one case against hundreds of defendants heard together, which critics say blurs individual guilt.
- Life sentence: prison with no fixed end date, allowed by El Salvador’s constitution since 3 April 2026.
- State of emergency: rules in force since March 2022 that suspend some constitutional guarantees.
What Prosecutors Filed on Thursday
The Fiscalía said its formal accusation names 564 leaders of the Sureños and Revolucionarios factions. It went to Judge 3 of the Fifth Court Against Organised Crime in San Salvador.
Of the 564, 474 are in custody and 90 are accused in their absence, the Fiscalía said. Diario El Salvador reported that the Supreme Court calls them historic leaders who ran the gang’s money and ordered killings.
The charges include rebellion, membership of a criminal structure, aggravated murder, aggravated extortion and terrorism, Diario El Salvador reported. Deputy prosecutor Max Muñoz said terrorist-group membership carries a life term, while the Fiscalía’s own release seeks “life or exemplary” sentences.
Prosecutors name César Daniel Renderos Díaz, alias “Muerto de Las Palmas”, and Carlos Alberto Rivas Barahona, alias “Chino Tres Colas”. The sources report no reply from the accused or their lawyers.
How Life Sentences Became Possible
Until this year, the constitution banned life sentences, and the Assembly ratified an Article 27 change on 26 March, elsalvador.com reported. Diario El Mundo, citing the Diario Oficial, said it took effect on 3 April.
The new text allows life terms only for murderers, rapists and terrorists. El Mundo and elsalvador.com said the penal-code changes and new criminal courts were due to start on 26 April.
Judges must review each life term after 25 to 40 years, then every five years, El Mundo reported. Diario El Salvador says prosecutors base their request on the penal-code reforms.
The Assembly is dominated by Bukele’s governing party, New Ideas. Swissinfo noted it has approved penal reforms at the government’s request so that detainees can be tried in mass cases.
The Attacks Behind the Terrorism Charges
Eight of the charges are acts of terrorism against state institutions, Diario El Salvador reported. Prosecutors cite 2015 attacks on the Quezaltepeque police station and San Salvador’s Isidro Menéndez Judicial Centre, where a security guard died.
They also cite a bomb attack on the Ministry of Justice and Public Security. In 2014, a fragmentation grenade was allegedly moved towards the prosecutors’ own offices.
The Fiscalía says the leaders allegedly ordered gang members to receive military training before these attacks. The file also holds 269 cases of homicide, extortion, arms trafficking, human trafficking and other crimes.
Prosecutors allege the leaders ordered the killing of a police officer and his daughter in Soyapango on 6 July 2015. They also allege orders behind the deaths of 11 workers on 2 March 2016 and nine truck drivers on 30 March 2015.
Where the Case Sits in the Gang War
The case follows the mass trial of MS-13 leaders, which opened on Monday, 20 April with 485 defendants, Semana reported. Semana also said prosecutors there sought maximum sentences and US$9 million in civil damages, and hearings ended on Tuesday, 14 July.
Bukele compares these trials with the Nuremberg trials of Nazi leaders, said an AFP report in El Diario de Hoy. EFE reports he will seek a third consecutive term in the election called for 28 February 2027.
Rights groups say mass trials ignore individual guilt and that thousands of innocent people are held. The same AFP report counts more than 93,000 detained since 2022 and says rights groups cite over 500 deaths in custody.
Earlier steps against the gang include a 45-year sentence for a Barrio 18 leader and the Atiquizaya group trial. Related reading covers El Salvador’s geopolitics, its place in Central America and a plan to free gang collaborators.
What It Means for US Readers
The US Treasury listed Barrio 18 as a foreign terrorist organisation and global terrorist on Tuesday, 23 September 2025 (OFAC notice). Its entry names the gang’s locations as El Salvador, Guatemala, Honduras, the United States, Italy and Canada.
As a general rule of US law, not specific to this case, knowingly aiding a designated terrorist group is a federal crime. A global terrorist listing also lets the Treasury block assets, but no source links this to the Salvadoran case.
Infobae says cliques of MS-13 and Barrio 18 persist in key US cities, without giving figures. The Salvadoran case does not involve US courts, and the sources report no US role.
For Salvadoran families in the US, the case shows how El Salvador now prosecutes gang membership as terrorism. The sources report no change to US travel advice, deportations or remittances.
What Is Not Known
No source gives a hearing date, though prosecutor Muñoz said in June he hoped for one this year. A 12 June request named 563 leaders and 14,488 crimes, Diario El Mundo reported; no source explains the gap.
It is not clear how judges will apply the new life terms to crimes that date back to 2012. The accused have not been heard, and every charge remains an allegation until a court rules.
What Comes Next
No date is announced for the mass hearing, which Semana says lasted about three months in the MS-13 case. Swissinfo said this case is expected to follow the mass-trial format.
A filing is not a conviction, and the defence has yet to present its case. Even if life terms are imposed, the new rules require a first review after 25 to 40 years.
