ID-JAG is the closest thing the industry has to a standard for agent identity. It remains an Internet-Draft. Meanwhile, Okta, Descope, and ServiceNow are shipping commercial implementations that define the operational reality.
The rapid proliferation of autonomous agents has created a significant governance vacuum. As organizations prepare to manage an estimated 150,000 agents by 2028, the technical infrastructure required to secure these entities is being built in real-time. While the Internet Engineering Task Force (IETF) works to formalize the necessary identity layers, the market is not waiting for consensus. A distinct gap has emerged between the slow, deliberate pace of standards development and the immediate, commercial reality of agent identity products.
At the center of this standardization effort is ID-JAG, an active Internet-Draft within the OAuth Working Group. Designed to facilitate Cross-App Access (XAA) patterns, ID-JAG is currently the most viable candidate for a unified identity standard. It builds on two established specifications: OAuth 2.0 Token Exchange (RFC 8693) and the JWT Profile for OAuth 2.0 Authorization Grants (RFC 7523). The draft’s authors—Aaron Parecki of Okta, Karl McGuinness, and Brian Campbell of Ping Identity—represent the vendors most invested in its success. Yet ID-JAG remains an Internet-Draft rather than a finalized Request for Comments, with its current revision (-04) expiring November 22, 2026.
Despite its unfinished status, ID-JAG has become the de facto blueprint for the industry. Okta has commercialized it as Cross-App Access, integrating the pattern into the Model Context Protocol as the Enterprise-Managed Authorization extension—stable since June 2026 and backed by over 25 partners including Cloudflare, Keycloak, and WorkOS. Descope embedded MCP-native authorization directly into the gateway layer with its Agentic Identity Hub 3.0, shipping ID-JAG issuance and validation. ServiceNow’s AI Passport takes a different path—cryptographically signed credentials aligned with emerging AIMS and WIMSE models—but converges on the same conceptual horizon: every agent needs a verifiable identity that a governance layer can enforce.
The IETF landscape that should be producing these standards is fragmented. The WIMSE Working Group addresses workload identity but explicitly excludes agent-specific terminology from its charter. The DAWN effort (Discovery of Agents With Names) remains in early chartering. The most significant agent-specific development—the agentproto Working Group—was formed following a BoF at IETF 126 in Vienna, but the process revealed deep disagreement. While 154 attendees supported forming a working group, only 38 endorsed the proposed charter scope. The group is now active with an approved charter, but the contested scope signals that consensus on what agent identity even means is still forming.
This extends the governance-as-moat thesis this publication has tracked since August. With only 13% of organizations reporting confidence in their AI governance, the vendors shipping identity products today are not merely filling a gap—they are defining the layer that enterprises will depend on. Postman’s Fabric Gateway and Descope’s Identity Hub demonstrated this pattern. The IETF standardization gap confirms it: the runtime is commoditizing, and the governance layer—identity, policy enforcement, audit—is where the competitive advantage lives.
For builders, the message is to build on ID-JAG now. The draft is grounded in battle-tested RFCs, and early implementations are already interoperable through MCP. For investors, the identity layer is not waiting for the IETF to finish. The vendors capturing it today are writing the standard in code, and the RFC will catch up.
