Ecuador Police Arrest Los Lobos Suspect on 11 October

ECUADOR · SECURITY

Ecuador’s National Police arrested a Los Lobos suspect known as “El Patrón” (“The Boss”) in the city of Quevedo on Sunday, 11 October. Los Lobos is a gang that Washington lists as a terrorist group, and Quevedo sits on the US government’s do-not-travel list.

Police identified him only as Eladio A., his first name and the initial of his surname. Citing the National Police, Ecuadorian newspapers El Comercio and Primicias say officers raided a house used to plan extortion, robberies and alleged contract killings.

What Police Found in the Quevedo Raid

According to El Comercio, the arrest followed work by police intelligence units, backed by uniformed patrol officers. Primicias gives the same account and credits its photo to the National Police.

Both papers list the same haul from the Los Lobos suspect’s house. Officers found two firearms, three magazines, cartridges, two metal plates and ballistic vests of the kind issued to police.

Police also recovered a vehicle reported as stolen and held a motorcycle for further checks. El Comercio adds that police did not say how many cartridges were found or who owned the vehicles.

Primicias reports that the Fiscalía, Ecuador’s public prosecutor’s office, has asked a judge for a hearing to formally charge the Los Lobos suspect.

Who Los Lobos Are and Why Washington Cares

Los Lobos (“The Wolves”) is an Ecuadorian criminal gang. In September 2025 the US State Department designated it a Foreign Terrorist Organization and a Specially Designated Global Terrorist.

In its designation statement, the department said Los Lobos and Los Choneros, another gang, had attacked and threatened officials, security forces, judges, prosecutors and journalists. It said their ultimate goal is to control drug trafficking routes through Ecuador.

Washington also links Los Lobos to two Mexican cartels it lists as terrorist groups. They are the Sinaloa Cartel and the Jalisco New Generation Cartel.

Under US law, knowingly giving material support to a designated terrorist group is a federal crime. That is why the designation matters to US banks and companies that deal with Ecuador, not only to Ecuador’s police.

A Week of Pressure on the Gang

Sunday’s arrest came three days after a larger operation against the group’s money men. On 8 October, police raided a villa in Samborondón, a wealthy suburb of Guayaquil, and found a hidden bunker behind a closet.

Primicias reports that the target, Jackson Zambrano, is accused of financing a Los Lobos leader known as “Pipo”. A judge ordered 16 suspects held in pretrial detention, with prosecutors alleging the network used exporting companies to ship cocaine to Europe.

Police have not said whether the Los Lobos suspect held in Quevedo is connected to that case. Quevedo lies in Los Ríos province, while Samborondón belongs to the province of Guayas.

What It Means for You

The State Department’s Ecuador travel advisory, issued on 18 August 2026, rates the country at Level 2, “exercise increased caution”. Quevedo is different.

The advisory says: “Do Not Travel to Quevedo in Los Rios province for any reason due to risk of crime and terrorism.” The same warning covers nearby Quinsaloma and Pueblo Viejo, and travellers should reconsider trips to the rest of Los Ríos.

For investors and firms that buy goods or ship cargo from Ecuador, the arrest points to a familiar risk, extortion by armed groups. US law bars material support to designated groups, so companies with US ties have reason to review their exposure.

What Is Not Known

Police have not published the Los Lobos suspect’s full name or his rank in the gang. No outcome of the charging hearing requested by prosecutors had been reported by Monday evening.

Neither newspaper mentions any role for US agencies in Sunday’s raid. Like every suspect in Ecuador, he is presumed innocent until a court rules otherwise.

One arrest in Quevedo does not mean Los Lobos is weakened. Police have not said whether the seized weapons are linked to any specific crime.
