Barcelona, under Deco and Joao Amaral, have expanded their scouting network and are aiming to sign foreign starlets early in their development.
The likes of Hamza Abdelkarim and Jesse Bisiwu represent such investments, with Barça choosing to trust in their potential.
One such player the club are interested in for the future is Brazilian defender Arthur Dias.
However, according to reports relayed by SPORT, Tottenham could position themselves as rivals in the race to sign the Athletico Paranaense defender.
The Premier League club are considering a move for him in January, having already had a substantial offer rejected.
Tottenham prepare another move for Barcelona target
Spurs previously offered around €21 million for 80% of Dias’ rights. However, the Brazilian club rejected the proposal.
Athletico Paranaense are said to value the defender at around €30 million, showing how highly they rate his potential.
Barcelona, for their part, have monitored the 19-year-old defender for several months but are yet to make a concrete move.

However, Spurs’ interest could complicate matters, particularly given the financial resources available to Premier League clubs.
Newcastle United, Nottingham Forest and Brentford have also been linked with the youngster. His contract runs until 2028.
His recent inclusion in Carlo Ancelotti’s senior Brazil squad has also enhanced his reputation, working in the club’s favour.
Why Arthur Dias appeals to Barcelona
Dias possesses several qualities that make him an attractive option for Barcelona’s system, especially under Hansi Flick.
The 1.88-metre defender is naturally left-footed. He is good on the ball, comfortable playing out from the back and can even slot in at left-back when needed.
His physical profile could perfectly complement Pau Cubarsi, giving Barça a partnership that could hold the fort for the next decade.

Flick has repeatedly shown a preference for a left-footed centre-back on the left, and Arthur Dias could provide competition for Gerard Martin.
However, Barça need to be very careful with how they approach the situation. Spending €30 million on an unproven talent is a massive gamble.
It is the kind of transfer Premier League clubs can get away with even if it does not work out. Barcelona, on the other hand, cannot afford to do so.
His potential is undeniable, but that does not guarantee his development, leaving Deco with an important decision to make.
It remains to be seen how hard Barça push to sign the teenager and whether Spurs leapfrog them in the race for the Brazilian.
