ISLAMABAD/DOHA – Pakistan, Türkiye, Qatar and Indonesia joined hands in Doha, inked landmark ‘Badr’ agreement to strengthen military production, develop advanced defence technologies and reshape their defence-industrial cooperation.
The Muslim nations joined hands under landmark multinational agreement aimed at strengthening military production, developing advanced defence technologies and expanding strategic industrial collaboration among the four nations.
The agreement, named “Badr,” was formally signed during a high-level ceremony in Doha, Qatar, bringing together senior defence representatives from the four countries in a significant move towards closer military-industrial cooperation.
According to Turkish media reports, Pakistan’s Defence Minister Khawaja Asif and his Turkish counterpart Yaşar Güler signed the memorandum of understanding (MoU), marking a new chapter in defence cooperation between the participating nations. Qatar’s Minister of State for Defence Affairs, Sheikh Saoud bin Abdulrahman Al Thani, and Indonesia’s Deputy Defence Minister also signed the agreement on behalf of their respective governments.
At the heart of the Badr agreement is an ambitious plan to bring together the military manufacturing capabilities, industrial resources and technical expertise of Pakistan, Türkiye, Qatar and Indonesia.
The four countries aim to establish a coordinated framework that will strengthen their respective defence industries while creating opportunities for joint military production and technological advancement. The initiative is designed to enable participating nations to benefit from one another’s existing industrial capabilities, potentially reducing duplication of efforts and opening new avenues for defence-sector cooperation.
The agreement covers several important areas of defence cooperation, including technical military training, defence research and development, and the advancement of modern defence systems. Under proposed cooperation framework, the four countries will focus on expanding opportunities for collaborative defence projects and strengthening their technological capabilities.
Particular attention will be given to developing advanced military systems, improving industrial coordination and encouraging the exchange of technical expertise. The agreement also seeks to create new opportunities for defence-related research, innovation and manufacturing partnerships.
While MoU establishes a framework for cooperation, specific weapons programmes, production targets and financial commitments have not been disclosed in the reported details.
For Pakistan, the four-nation agreement represents an opportunity to expand its defence-industrial partnerships beyond existing bilateral arrangements.
Cooperation with Türkiye, Qatar and Indonesia could create additional avenues for joint manufacturing, technological development, specialised training and defence research.
The initiative also provide opportunities for Pakistani defence manufacturers and technical institutions to participate in multinational industrial projects, depending on the agreements reached during implementation.
The signing of Badr MoU shows four countries’ intention to deepen their defence relationships through a more coordinated, multinational approach.
Rather than limiting cooperation to individual bilateral partnerships, the agreement establishes a broader platform through which participating countries can explore shared industrial and military development objectives.
The initiative intended to support regional peace and stability by strengthening cooperation and building closer institutional ties among the four nations.
