The Times Kuwait Report
Kuwait and France are moving to deepen their strategic partnership through eight cooperation initiatives covering defence, civil aviation, data and artificial intelligence, academic and scientific collaboration, investment promotion and healthcare.
The initiatives were announced during French President Emmanuel Macron’s visit to Kuwait on October 19, as the two countries reaffirmed their longstanding ties and commitment to expanding cooperation across strategic and emerging sectors.
The package includes a letter of intent on defence cooperation; declarations on civil aviation, exploratory cooperation in data and artificial intelligence, academic and scientific collaboration, and direct investment promotion; an aviation initiative involving the Kuwait Investment Authority and Airbus; a joint healthcare initiative involving the Kuwait Investment Authority, the Ministry of Health and Gustave Roussy International; and a memorandum involving the Kuwait Foundation for the Advancement of Sciences (KFAS) and Airbus to promote scientific advancement in Africa and the Middle East.
Defence remains a cornerstone of Kuwait-France relations, which have developed through military cooperation, training and the exchange of expertise. The latest initiative seeks to reinforce this partnership amid evolving regional security challenges.
Civil aviation and aerospace also feature prominently, with the announced initiatives opening avenues for closer institutional and industry engagement. The involvement of the Kuwait Investment Authority and Airbus highlights the potential for cooperation linking investment with aviation and aerospace expertise. Specific projects and financial commitments have not yet been disclosed.
Cooperation in data and artificial intelligence marks another important dimension of the partnership. The initiative provides a framework for exploring opportunities in advanced technologies, which are increasingly shaping public services, industry, healthcare and scientific research. For Kuwait, the partnership could complement efforts to accelerate digital transformation and diversify the economy.
Academic, scientific and technical cooperation is also expected to strengthen links between institutions, support knowledge exchange and create opportunities for research and professional development. Such collaboration could help develop specialised skills and contribute to Kuwait’s wider innovation and human-capital objectives.
Investment promotion forms another key element of the package. The initiative builds on the broader Kuwait-France Strategic Investment Partnership for 2025–2035, which identified sectors including aerospace, artificial intelligence, digital technology, healthcare and energy transition as potential areas for expanded engagement.
Healthcare cooperation is reflected in a joint initiative involving Kuwait’s Ministry of Health, the Kuwait Investment Authority and Gustave Roussy International, the French cancer centre. The partnership provides a platform for further engagement in specialised medical services and healthcare development, building on previous cooperation between Kuwait and French medical institutions.
Meanwhile, the KFAS-Airbus memorandum aims to advance scientific cooperation in Africa and the Middle East, bringing together Kuwait’s research capabilities and international industrial expertise. Details of specific programmes and funding arrangements have not been announced.
Kuwait and France have maintained close relations for decades, with cooperation extending across defence, trade, investment, education, healthcare and culture. Their partnership has gained renewed momentum through high-level visits and initiatives designed to expand economic and institutional links.
The effectiveness of the latest announcements will depend on translating declarations of intent into concrete projects, investment commitments and sustained institutional collaboration.
For Kuwait, the initiatives offer opportunities to attract investment, strengthen scientific and technological capabilities and expand specialised services. For France, they provide a pathway to deepen engagement with a longstanding Gulf partner.
The agreements underscore a shared ambition to build on established political ties while widening cooperation in sectors central to economic diversification, innovation and long-term development.
