The Patriotic League of Uganda says Agaba Gerald was not appointed regional coordinator, citing its leadership structure and appointments made by Gen. Muhoozi Kainerugaba.
The Patriotic League of Uganda (PLU) has rejected Agaba Gerald’s claim to the position of regional coordinator for Western Uganda, saying he was not officially appointed to the role.
Frank Mwesigye, a PLU mobiliser and head of media, said a letter circulating under Agaba’s name was unauthorised and did not reflect the organisation’s recognised leadership structure.
Mwesigye said regional and sub-regional coordinators are appointed by PLU National Chairman Gen. Muhoozi Kainerugaba, adding that no member could assume such a position without the chairman’s approval.
“All regional and sub-regional coordinators are appointed by our National Chairman, Gen. Muhoozi Kainerugaba,” Mwesigye said.
He said former Minister for the Presidency Balaam Barugahara had been appointed PLU vice chairman for the Western Region, placing regional coordination under his leadership.
Mwesigye further identified Nzeire Shadrack as the coordinator for the Ankole sub-region, deputised by Tabaro Didas Tumwesigye, with Polly Katwiire serving as the sub-region’s spokesperson.
According to Mwesigye, the appointments were made by Kainerugaba on February 16, 2024, and the list was released by former PLU general secretary Daudi Kabanda. He said the officials were expected to operate under Barugahara’s supervision.
“It is therefore unfortunate that a member who is well known to us would purport to assume the position of PLU Regional Coordinator for an entire region without an official appointment from the National Chairman,” Mwesigye said.
He added that the organisation was working to resolve the matter internally.
The dispute follows a memo dated October 13, 2026, in which Agaba addressed PLU coordinators from village to district level across Western Uganda, identifying himself as the regional coordinator and raising concerns about recent statements on X.
In the memo, Agaba said grassroots members had helped build the movement since 2022 using their own resources, including motorcycles, airtime and personal funds, without salaries or facilitation.
He said their activities included registering coordinators, conducting civic education and mobilising support for PLU programmes.
Agaba urged members to remain calm and disciplined, warning against insulting leaders on social media. He also called on them to attend a PLU Baraaza scheduled for October 17 in Rubaare, Ntungamo District, followed by a regional press conference on October 19 to communicate what he described as their agreed way forward.
“We remain loyal to our Chairman Gen. Muhoozi Kainerugaba Museveni,” Agaba wrote.
Mwesigye also clarified the status of the Tuko Pamoja NRM/PLU Task Force, saying it was established temporarily to support campaign activities between November 2025 and February 2026.
He thanked those who participated in the task force, crediting them for their contribution to the campaign, and urged PLU members and the public to disregard communications that contradict the organisation’s official appointments.
