The Namibia Institute of Public Administration and Management (NIPAM) hosted 87 officials from various local authorities for the International Public Sector Accounting Standards (IPSAS) training, which commenced on Monday in Windhoek.
The training was held with the aim of strengthening financial management and improving service delivery within local authorities. It forms part of the implementation of the Prime Minister’s Charity Foundation, which was launched last year with the aim of mobilising resources to support under-resourced public sector institutions, particularly local authorities, in strengthening their institutional capacity and improving their effectiveness and efficiency.
During the planning of the Prime Minister’s Charity Foundation, several capacity-building needs affecting local authorities were identified.
These included the need to strengthen knowledge and skills in IPSAS, particularly in public sector financial management and reporting.
During his welcoming remarks, NIPAM executive director, Heroldt Murangi underscored the critical role that local authorities play in delivering essential services to communities.
“Their responsibilities require sound financial management, accountability, transparency and the responsible use of public resources.
The ability to prepare accurate and reliable financial reports is therefore essential to building public confidence and ensuring that resources are managed in accordance with applicable standards and requirements,” he emphasised.
The executive director also stated that the training is not simply about acquiring knowledge in a classroom but about translating that knowledge into practical improvements in the workplace.
Trainees are expected to be better equipped to apply the knowledge and skills gained in your daily responsibilities, contribute to improved financial reporting, and strengthen accountability and transparency within your respective local authorities at the end of the training, which concludes on Friday.
The Prime Minister’s Charity Foundation will host its second gala dinner in November.
The charity foundation was launched on 28 November last year by Prime Minister Elijah Ngurare at the first gala dinner.
Through the foundation, an amount of N$4.2 million was raised through the gala dinner. These financial resources were mobilised to support local authorities through strategic planning and capacity-building initiatives.
