The Municipality of Panama City announced the restrictions on noise and dancing in the capital district on Nov 2nd, as part of the measures adopted for the commemoration of the Day of the Dead. The measure is outlined in Mayoral Decree No. 8, dated October 6, 2026, and will be in effect from 6:00 a.m. to 6:00 p.m. on Monday, November 2. During those 12 hours, the use of jukeboxes, dance music, loud musical instruments, mobile sound units and equipment for broadcasting music will be completely prohibited. This is a day dedicated to remembrance and tribute and the municipal authorities ask the public to behave respectfully. The goal is to ensure a peaceful environment for citizens visiting cemeteries to remember their deceased relatives.
Those who violate these regulations may face fines ranging from $100 to $1000 dollars. Municipal inspectors, compliance officers, and municipal police officers will be monitoring compliance. The mayor’s office also clarified that the restriction does not supersede other national and municipal noise regulations. Therefore, it urged district residents to act with moderation, civic responsibility, and empathy during the Day of the Dead. There is no “dry law” (Ley Seca) in Panama City. Mayor Mayer Mizrachi has continued the policy allowing businesses to sell alcohol normally. However, outside of the capital district, several local municipalities choose to implement a full Ley Seca (Dry Law). In these regions, the sale and public consumption of alcohol will be banned for the day. Check with your municipality.
