Forecaster Shifts 19 Races
The Cook Political Report, a nonpartisan forecaster, moved 19 House races toward Democrats on Friday, 23 October 2026. Our 2026 US midterm elections dossier tracks the race up to Election Day on Tuesday, 3 November.
Six races moved from toss-up to Lean Democrat, including seats held by Republicans Juan Ciscomani in Arizona, Gabe Evans in Colorado, Jen Kiggans in Virginia and Derrick Van Orden in Wisconsin. Two open seats, Kentucky’s 6th and Texas’s 35th districts, moved from Lean Republican to toss-up.
Cook’s likeliest outcome is that Democrats flip 12 to 22 seats and hold 227 to 237 in total. Republicans would then hold 198 to 208 seats, and a majority needs 218 of 435.
In plain English
“Lean Democrat” means Democrats are favoured, but the race can still tip. A “toss-up” means neither party has a clear edge.
Republican Groups Turn Defensive
Earlier this month, the Congressional Leadership Fund, the main Republican House super PAC, pulled out of four races and moved about US$10 million into 16 others. The retreat shows Republicans choosing which seats to defend.
In North Carolina, early-vote data tracked by Call the Map showed about 536,000 registered Democrats and 296,000 registered Republicans had voted by 22 October. That is a lead of roughly 240,000 ballots, but party registration does not show how people voted.

What Prediction Markets Say
Polymarket gave Democrats a 93% chance of winning the House (US$20.6 million traded) and 68% for the Senate (US$8.7 million traded) at 1:54 p.m. ET on 23 October. Its balance-of-power market put a Democratic sweep at 68% and a Democratic House with a Republican Senate at 25%.
Kalshi, which is regulated in the US by the CFTC, priced a Democratic sweep at 67% and that split Congress at 22%. These prices are bets, not polls, and they differ between platforms.
Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.
Next Fixed Date
The next fixed date is Election Day on Tuesday, 3 November 2026. Early voting in Georgia runs through 30 October 2026.
What It Means for US Readers
For US readers, the Cook changes make control of the House look like the central question of the final stretch. A rating is a judgment, not a result, and 11 days of campaigning remain.
Investors and campaigns follow ratings and market prices because both can shift within hours of new polls or spending decisions. A change of House control would reshape oversight and spending fights from January 2027.
What Is Not Known
It is not known whether early-vote patterns will carry over to Election Day. Ballot counts by party registration do not show how each voter voted.
Cook’s range of 12 to 22 gains leaves open how large a majority Democrats would hold. Market prices are probabilities, not forecasts, and they change daily.
