Mining veterans backing Cape Town’s F1 dream refuse to back down as Rwanda lands Grand Prix deal

A South African consortium led by former Sibanye-Stillwater executive chairman Neal Froneman is pressing ahead with plans to bring Formula 1 racing back to Cape Town, targeting a 2031 debut despite Rwanda securing an agreement to host a Grand Prix.

• A South African group led by Neal Froneman is pushing to bring Formula 1 back to Cape Town in 2031, despite Rwanda’s recent progress in securing its own Grand Prix.
• Blue Mountain Racing argues that Africa's massive population and diverse countries can easily support multiple F1 races on the continent.
• The consortium, including heavyweights from mining, law, and entrepreneurship, plans a $406 million motorsport hub in Swartland, complete with racing, hospitality, and real estate development.
• Their funding strategy splits 40% equity and 60% debt, with 600 hectares already secured and initial spending of R120 million earmarked for studies and permits.

Blue Mountain Racing said Wednesday that Rwanda’s progress was encouraging for its own ambitions, arguing that Africa’s population of approximately 1.6 billion across more than 50 countries could support multiple races.

The consortium includes mining veteran Srinivasan Venkatakrishnan and Webber Wentzel lawyer Robert Appelbaum, alongside South African entrepreneur Bob Hartslief.

A $406 million motorsport bet

The group plans to develop a $406 million motorsport complex in Swartland, a wheat-growing region north of Cape Town. The proposed development would include a Formula 1-standard circuit, hospitality facilities, entertainment venues and property developments.

Blue Mountain Racing has secured approximately 600 hectares for the project, according to local reports.

The developers intend to finance 40% of the estimated cost through equity and the remaining 60% through debt. Before raising the full amount, they plan to spend about R120 million ($7.2 million) on feasibility studies, engineering, environmental approvals and other preparatory work.

Froneman estimates that the project could create more than 15,000 jobs, with another 8,000 people employed during race week if the development proceeds.

Rwanda’s Grand Prix ambitions

Rwanda’s inaugural race is expected to take place after a purpose-built, six-kilometre circuit in Bugesera is completed, potentially in the early 2030s.

The competing projects could revive Formula 1’s presence in Africa nearly four decades after the continent’s last Grand Prix. The most recent race took place at South Africa’s Kyalami circuit in 1993, when French driver Alain Prost won.

Rwanda has increasingly used international sports partnerships to promote tourism and investment, securing sponsorship agreements with football clubs including Arsenal and Paris Saint-Germain, partnering with the NBA and hosting the 2025 UCI Road World Championships.

However, its sporting ambitions have drawn criticism from opponents who argue that high-profile events help improve the country’s international image amid concerns about human rights and political freedoms.
