Police allege the woman groomed and sexually assaulted the teenager multiple times between September 24 and October 12, 2026.
The alleged crimes were reported to police on Tuesday, and the woman was arrested around 9.45pm that night before being transported to the ACT Watch House.
In court, duty lawyer Sam Lynch applied for bail on Baba's behalf.
He said the woman had no prior criminal history, and there was nothing before the court to suggest she posed a risk to the alleged victim or community if released from custody.
The prosecutor opposed bail, arguing the woman posed a potential risk to the alleged victim's safety
"This is obviously a complex matter, and the investigation is in its early stages," the prosecutor said.
She added that there was video footage of the alleged sexual assault which contributed to a "strong prosecution case".
She also raised concerns that Baba did not have a confirmed address to reside at, and that the behaviour described in court documents suggested she would not be deterred by bail conditions.
Magistrate James Lawton granted bail under strict conditions, noting the woman had no prior criminal history, and the proposed conditions would ameliorate the risk of endangering the safety of the alleged victim.
While reading police documents, he said the woman had also made formal complaints against the boy, including allegations he made "threats of blackmail".
Her case will return to court in November.
