Blockworks wants the SEC to invent a new job title for crypto: the Qualified Onchain Disclosure Agent.
In a comment letter filed October 20, 2026, the crypto media and data firm asked the agency to formally recognize the role as part of its proposed Regulation Crypto Assets exemption framework. The goal is to turn token disclosures from a paperwork chore into something closer to an automated feed.
What Blockworks is asking for
The proposal centers on a new category of entity, which Blockworks calls a QODA. As described in the letter, a QODA would be independent and standardized by the SEC.
Its job would be to help token projects automate the disclosure of onchain data. Instead of a team manually compiling figures and filing them, an approved agent would handle the plumbing.
The second piece is the archive. Blockworks envisions QODAs building a public, versioned record of the information they disclose.
Blockworks is also asking the SEC to fold specific line items from its existing Token Transparency Framework, or TTF, directly into the regulations. Two areas get particular attention: token loans and market-maker agreements.
Both involve arrangements that can influence how much of a token is circulating and who is trading it. Writing them into federal disclosure rules would move them from optional transparency to a formal reporting requirement, at least for projects relying on the exemption.
A framework with a track record
Blockworks is not pitching this from a blank page. The Token Transparency Framework launched in June 2025 and has recorded 213 filings since then.
The broader industry has also been moving in a similar direction. In May 2026, the Transparency Alliance formed with major exchanges including Coinbase, Binance.US, and Kraken among its participants.
The comment letter, in effect, asks the SEC to take what the private sector has been building and give it a regulatory backbone.
What this means for token projects and investors
The most immediate stakes are for token projects that would rely on the SEC’s proposed exemption framework. If the agency adopts the QODA concept, those projects could gain a standardized path for meeting disclosure obligations.
Automation could lower compliance costs, according to the research findings accompanying the letter. A small team with a token and limited legal budget might find it easier to plug into an approved agent than to build a disclosure process from scratch.
For investors, the potential upside is consistency. Standardized line items mean disclosures from different projects could be compared side by side, rather than decoded one bespoke format at a time.
There are open questions worth watching. The first is who would qualify as a QODA, and what standards the SEC would set for independence. An agent paid by the projects it reports on faces an obvious tension.
The second question is scope. Blockworks highlighted token loans and market-maker agreements, but the final rule could adopt more line items, fewer, or none at all.
The third is timing. A comment letter is an input, not a decision. The SEC will weigh submissions on Regulation Crypto Assets before finalizing anything, and there is no guarantee the QODA concept survives that process intact.
