Hon. Beatrice Langley, a Member of the Public Accounts Committee of the Parliament of Sierra Leone, has participated in the third edition of the Public Finance Management Academy for Africa (PFMA) Spotlight Learning on Public Debt Management in Transition States, held in Kigali, Rwanda.
Hon. Langley attended the programme as a representative of the Deputy Speaker of the Parliament of Sierra Leone, Hon. Ibrahim Tawa Conteh, in connection with the parliamentary delegation’s engagement in strengthening public financial management, debt transparency and accountability.
The programme, organised by the African Development Institute (ADI) of the African Development Bank Group under the auspices of the Public Finance Management Academy for Africa, focused on “Strengthening Capacity for Debt Transparency and Accountability in Africa’s Transition States.”
Furthermore, the learning programme brought attention to the importance of building institutional capacity to manage public finances and debt effectively, transparently and sustainably, particularly in African countries facing economic and institutional transition challenges.
It was designed to address capacity gaps identified through country-level diagnostic assessments and to equip participants with relevant knowledge, tools, methodologies and policy options for improving public debt management and strengthening public financial governance.
Hon. Langley’s participation highlights the role of parliamentary institutions, particularly committees responsible for public accounts and financial oversight, in promoting transparency and accountability in the management of public resources. Through parliamentary scrutiny and oversight, such institutions contribute to ensuring that public borrowing and expenditure receive appropriate attention and accountability.
For Sierra Leone, the programme provided an opportunity to engage with a wider African learning initiative aimed at strengthening public financial management systems and improving the oversight of public debt. The knowledge and approaches shared during the programme are relevant to parliamentary efforts to examine public expenditure, scrutinise government financial operations and encourage responsible debt management.
The African Development Bank Group’s PFMA Spotlight Learning initiative forms part of broader efforts to strengthen the capacity of African states to manage public finances and debt productively and sustainably. By bringing together relevant stakeholders for policy dialogue and capacity development, the initiative seeks to promote the effective use of knowledge and practical approaches in public financial management.
