How to Apply for a Smart ID Card in South Africa

SOUTH AFRICA · ID GUIDE

Most green ID book holders can now switch to a smart ID card at a bank branch in minutes, with no paperwork.

Getting a smart ID card in South Africa no longer means a day in a Home Affairs queue for most adults. The Department of Home Affairs says 515 bank branches now take walk-in applications to replace green books or lost cards.

It matters because the green ID book stops being valid on Friday, 31 March 2028, and IDs unlock banking and voting. For foreigners and US readers, the key point is eligibility: the card is issued only to South African citizens and permanent residents.

Who Can Apply for a Smart ID Card

Under the Identification Act of 1997, Home Affairs issues IDs to South African citizens and permanent residents from age 16. Home Affairs calls the smart ID card vastly more secure than the fraud-prone green book.

Home Affairs Minister Leon Schreiber, a Democratic Alliance member in the unity coalition, says 14.7 million people hold only a green book. That is down from 16 million earlier in 2026, a fall he credits to the bank partnership.

Naturalised citizens and permanent residents were long excluded from smart cards, but Home Affairs began a phased rollout for them. Phase 1 covers green books held by naturalised citizens and by permanent residents born in one of 106 visa-exempt countries.

Option One Is a Participating Bank Branch

Home Affairs lists Absa, Capitec, FNB and Standard Bank as partners whose systems connect securely to the department. The bank service covers green ID book conversions and smart card re-issues for lost, stolen or damaged cards.

According to the department, you need no documents, because your fingerprints and photo are captured and verified on the spot. Applications must be made in person, and Home Affairs says the process takes about 15 minutes.

• Capitec: walk-ins at participating branches, payment from a Capitec account, total cost R150 (about US$9.10) including a R10 service fee.
• Standard Bank: walk-ins at selected branches with your green ID book or driving licence, a Standard Bank account and no convenience fee for now.
• Absa: book through its online portal or banking app, or walk into a selected branch, and pay the R140 (about US$8.50) fee there.
• FNB: Home Affairs links to FNB’s branch page for participating locations and opening hours.

Banks may add a convenience fee to the R140 (about US$8.50) Home Affairs fee, so check your bank’s page. Conversions use 16.51 rand per US$1, the open.er-api.com rate of 12 October 2026.

Option Two Is a Home Affairs Office

First-time applicants, including teenagers turning 16, must still apply at a Home Affairs office, as must anyone changing their name. They come with at least one parent, a certified birth certificate and a certified copy of the parent’s ID.

Smart cards are processed only at modernised Home Affairs offices, which include offices in shopping malls and mobile units. You can book a slot through the Branch Appointment Booking System (BABS) on eHomeAffairs, before you go.

The online route lets you register, pay and choose an office before you arrive, and pre-booked clients use dedicated counters. Standard Bank online banking also lets South African-born citizens aged 16 or older book at one of seven branches.

Documents and Fees

For a re-issue at an office, bring a copy of your green ID book, or an affidavit if it was lost. Replacing a smart card needs a copy of the old card or an affidavit, and costs R140 (about US$8.50).

First-time applications are free, and so is the switch from a green ID book for anyone aged 60 or older. If you need proof of identity while you wait, a Temporary Identity Certificate valid for two months costs R70 (about US$4.20).

How to Collect Your Card

Home Affairs sends SMS updates to the phone number you give during the application, including a message when the card is ready. Cards applied for at a bank are collected at that same branch, and the bank tells you when it has arrived.

Standard Bank says delivery typically takes up to four weeks and that you have 12 months to collect, in person only. At a Home Affairs office, you choose your collection office before the application is submitted, so check it carefully.

The Green ID Book Deadline

Schreiber announced on Thursday, 1 October 2026, that Home Affairs will stop producing green ID books by Wednesday, 31 March 2027. Holders then have 12 more months, until 31 March 2028, when the book ceases to be valid under the Identification Act.

The background is set out in South Africa Green ID Book Ends on 31 March 2028. Before March 2027, the department says it will open smart cards to remaining naturalised citizens, permanent residents and citizens abroad.

What Foreign Residents and US Citizens Need to Know

A US citizen in South Africa on a work, retirement or study visa cannot apply for a smart ID. Temporary residents identify themselves with their passport and visa, and South Africa’s residency rules are explained in this residency visa guide.

A US-born permanent resident with a green book may qualify in Phase 1, as the US is on the visa-exempt list. Home Affairs checks each applicant’s details against the National Population Register, and those who fail verification may be accommodated in Phase 2.

Dual US-South African citizens living there apply like any citizen, but missions abroad still issue only green ID books. The department says citizens abroad will become eligible for smart cards before green book production ends.

What It Means for You

The Home Affairs fee for switching from a green ID book is R140 (about US$8.50), and nothing for those over 60. The green book loses all validity on 31 March 2028, and the minister has urged holders to switch immediately.

South Africa holds local elections on Wednesday, 4 November 2026, and Home Affairs has urged voters to get IDs early. How power is shared in the country is explained in South Africa Politics Explained.

What Is Not Known

Home Affairs has not given a date for first-time and passport applications at bank branches, nor for the promised courier delivery. The full Phase 2 timetable for remaining permanent residents and naturalised citizens has also not been published.

It is not confirmed which smaller banks will join, and branch lists change as the rollout continues. Home Affairs has not said when the legal notice formally ending the green ID book’s validity will be gazetted.

What Comes Next

Schreiber says smart ID services will reach over 1,000 service points by end-2026, up from 214 before the coalition. A smartphone Digital ID is planned alongside the card, but the physical smart ID will remain available to anyone who wants one.
