UIJEONGBU — Gyeonggi Province is shifting its approach to construction oversight from regulation and enforcement toward tangible rewards for firms with sound building capabilities. The province will identify small and mid-sized local builders that have maintained fair bidding practices and sound management, and offer them incentives.
Gyeonggi Province said on the 12th that it is launching a pilot program to select "fair bidding model construction firms," aiming to identify companies that combine sound management with technological competitiveness and to spread a culture of fair bidding.
The program is designed to move beyond construction administration focused solely on enforcement, widening access to public works projects for law-abiding firms with strong technical capabilities and helping revive the construction market.
Eligible applicants are construction firms in the province that have passed at least one Gyeonggi public bidding compliance inspection. The province plans to select 10 companies through a rigorous review.
The review begins with a preliminary screening that verifies whether applicants meet construction business registration requirements and checks for any history of serious industrial accidents, unpaid local taxes or administrative penalties. Applicants then face a quantitative assessment covering legal compliance, financial soundness, sustainability, holdings of new technologies and patents, and contributions to construction in Gyeonggi Province, followed by a qualitative assessment by a review committee examining construction capability, safety management and cooperation with partner firms.
Firms selected as model builders will receive an extended deferral period for public bidding compliance inspections along with a range of other benefits, including corporate promotional support.
Applications will be accepted from the 12th to the 30th of this month through the Gyeonggi branches of the Construction Association of Korea and the Korea Specialty Contractors Association. The province will announce the final selections in late December after preliminary screening and assessment.
"This pilot program will give excellent construction firms that have practiced fair bidding and sound management the recognition they deserve," said Bae Sung-ho, director general of the Gyeonggi Province construction bureau. "We will spare no effort to spread a fair bidding culture across the industry, one in which solid construction firms are rewarded."
