How did JSC know about Kebonang’s appointment before it was official
The Judicial Service Commission (JSC) was already aware that Justice Zein Kebonang was leaving the High Court for diplomatic service three months before he was appointed. The JSC made a recommendation to President Duma Boko for the appointment Mmako Abram for as a judge in July 2025, three months before Kebonang’s official appointment in November. The Law Society of Botswana (LSB) had raised concerns about this in their Court papers challenging Abram’s appointment by President Boko.
An extract of the JSC’s minutes of November 7, 2025, filed in the High Court as part of the Law Society of Botswana’s challenge to Abram’s appointment, records that the Commission considered her appointment after members were advised that Kebonang’s move to diplomatic service had created a vacancy on the High Court bench.
