Union Commerce Minister Piyush Goyal has sparked a debate over climate change and the responsibilities of wealthy nations after questioning Europe’s record on climate finance at an international event in Germany. Speaking at a roundtable during the Berlin Global Dialogue, Goyal challenged developed countries to explain why their financial commitments to developing nations had not translated into the support promised. His remarks, that is going viral, focused on a long-standing dispute in international climate negotiations: countries that industrialised early contributed substantially to historical greenhouse gas emissions, while developing economies continue to face pressure to cut emissions as they pursue growth. Goyal argued that the burden of tackling climate change can't be separated from the financial and technological assistance promised to countries in the Global South. A video of the exchange has drawn attention online.
Piyush Goyal reminds developed nations of $100 billion climate finance pledge
At the discussion, Goyal referred to the commitment made by developed countries to mobilise $100 billion annually to help developing nations tackle climate change. He recalled the 2015 Paris climate conference, where countries agreed to work together to limit global warming. According to Goyal, Prime Minister Narendra Modi had helped bring the concerns of the Global South into the discussion.
The minister argued that wealthier nations, having benefited from decades of industrialisation, had a responsibility to help poorer and more vulnerable countries manage the transition to cleaner energy. He also questioned how much of the promised assistance had actually reached the countries that needed it. “Eleven years have passed and we have not received a penny of it,” Goyal said, criticising what he described as the gap between international commitments and action.
His remarks highlighted a central concern for developing economies: climate targets can require expensive changes to energy systems, industries and infrastructure, and those costs can be difficult to meet without financial support.
‘Who caused this problem?’ Goyal questions Europe’s emissions record
The minister also drew attention to the difference between India's share of the global population and its contribution to carbon emissions. “I represent 17% of the world's population, but my contribution to global carbon emissions is less than 3%,” he said during the discussion.
He contrasted India's position with that of Europe, arguing that countries responsible for a larger share of historical emissions should do more to address the consequences of climate change. Goyal raised questions about the damage caused to the atmosphere and the origins of the pollution that has contributed to global warming. His argument was that developing nations should not face the same expectations as countries that accumulated wealth through decades of fossil-fuel-driven industrial growth.
The distinction between historical and current emissions is an important part of climate negotiations. Countries differ in their past contributions, present emissions, population sizes and capacity to finance cleaner technologies.
India’s development needs and clean energy transition
Goyal also pointed to the scale of India's domestic responsibilities. With a population of around 1.4 billion, India must meet growing demand for electricity, food, transport and infrastructure while pursuing its climate goals. He said India was advancing one of the world's fastest clean-energy programmes despite these competing demands.
The minister's argument was that climate action must account for differences in national circumstances. Developing countries need to expand access to energy and improve living standards, even as they invest in renewable power and other lower-carbon technologies.
This remains a major point of disagreement in global climate discussions. Governments are under pressure to reduce emissions, but they also have to consider energy security, affordability and economic development.
What is CBAM, and why is it part of the debate?
Goyal also referred to the European Union's Carbon Border Adjustment Mechanism, or CBAM, in his criticism of the gap between climate commitments and action. CBAM is designed to address the carbon emissions associated with certain goods imported into the European Union. It covers sectors including iron and steel, aluminium, cement, fertilisers, electricity and hydrogen.
The mechanism is intended to reduce the risk of carbon leakage, which can occur when production shifts to countries with less stringent climate policies. However, it has also raised concerns among trading partners, including developing economies, about the costs faced by exporters.
For India, the issue has implications for industries that sell carbon-intensive goods to European markets. New carbon-related requirements could affect compliance costs and competitiveness, making the broader debate over climate finance and trade rules particularly significant.
