Uganda opened a Russian-donated military repair facility on Thursday 22 October 2026, Chimp Reports said, valuing it at Shs219 billion (about US$53 million). President Yoweri Museveni commissioned the Russian army repair site at Magamaga Cantonment, an army base in eastern Uganda.
For US readers, the event shows Russia building a lasting defence tie with a country that Washington counts as a security partner in East Africa. Uganda keeps troops in Somalia and eastern Congo, so who equips and trains its army matters beyond its borders.
What Museveni Opened at Magamaga
The new Russian army repair site is a workshop at Magamaga Cantonment, an army base in eastern Uganda. It is meant to let the Uganda People’s Defence Forces, known as the UPDF, service armoured vehicles at home.
Museveni thanked Russian President Vladimir Putin for what he called a gift of US$53 million worth of equipment. Chimp Reports said the new site should cut Uganda’s reliance on outside workshops.
A Two-Day Programme Across Three Sites
On Wednesday 21 October, Museveni launched a digital classroom at the Mechanised Warfare College in Kalama, Mubende District. Crews of the Russian-made BRDM-2MS, an armoured scout vehicle, will use it to learn the systems before they train on the real machines.
Museveni then visited the 15 Marine Brigade Pier in Entebbe, on Lake Victoria, where he commissioned a surveillance radar, eight boats and a floating dock. The list also covered marine workshops, firefighting gear, specialised vehicles, a field ambulance and training rooms.
What Museveni Said About AI and Local Manufacturing
On Thursday, Museveni told officers at the 154 Marine Battalion School in Kalangalo to embrace artificial intelligence (AI), automation and longer-range weapons. “Advance on the issue of technology, embrace new technology, more automation, more AI, more range because we need to upgrade it overall,” he said.
He also asked why Russian equipment of this kind could not be built in Uganda, saying: “What if we made them here with the Russians?” Chimp Reports noted that no manufacturing agreement was announced during the two days.
A Russian Gift in Two Phases
The UPDF said Russia handed over equipment worth US$53 million at Magamaga on 26 October 2025, including obstacle-clearing machines, trench diggers and boats. Russia’s ambassador then said a second phase would add a repair facility at Magamaga and a boat site with a floating pier at Entebbe.
He put the finish date at September 2026, according to the UPDF and Janes. That suggests the 22 October ceremony belongs to the same US$53 million project rather than a new gift.
Russia’s Place in Uganda’s Armed Forces
Chimp Reports wrote that Russia has long supplied Uganda with combat aircraft, helicopters, tanks and armoured vehicles. Lieutenant General Kshimovskii told the ceremony that Russia is ready to supply the necessary equipment.
Defence Minister Kiryowa Kiwanuka thanked Moscow for its technical help and said the ministry and the army would look after the new facilities. The report described the tie as reaching beyond arms sales into military training and maintenance.
Why Uganda’s Army Matters Abroad
Ugandan troops have served in Somalia since 2007 in the African Union force that fights al-Shabaab, an armed Islamist group. The United States has backed that mission with funding and training for years.
In Congo’s Ituri province, Ugandan units have hunted the Allied Democratic Forces, an armed group linked to the Islamic State, since November 2021. Equipment that stays in working order matters for both missions, and the Russian army repair site is built for that.
What It Means for US Readers
A 2017 US law, the Countering America’s Adversaries Through Sanctions Act (CAATSA), lets Washington sanction significant transactions with Russia’s defence sector. The law speaks of transactions, and no US reaction to the Russian army repair site had been reported by Friday 23 October.
Russia also has military instructors and Africa Corps units in Mali and the Central African Republic, so Uganda is one of several African partners. Ugandan lawmakers have also questioned a US$25 million Russian number-plate tracking system, which Rio Times covered on 14 October.
What Is Not Known
Only Chimp Reports has covered the 22 October opening so far, and no Ugandan army or Russian embassy statement was available. Pulse Uganda and Eye Radio reported a repair facility already opened at Magamaga in October 2025, so how the two differ is unclear.
No local manufacturing deal has been announced, and Uganda has not said what Russia would build there. It is also unclear how many Russian trainers will stay in Uganda and for how long.

Frequently Asked Questions
What did Museveni open on 22 October 2026?
He commissioned a Russian-donated repair facility at Magamaga Cantonment, an army base in eastern Uganda. Chimp Reports valued it at Shs219 billion (about US$53 million).
What does the Russian army repair site do?
It is meant to let the Uganda People’s Defence Forces repair and maintain armoured vehicles inside Uganda. That should reduce the army’s reliance on outside maintenance services.
Is the Russian army repair site a Russian base?
The reports describe a repair and training facility for the Ugandan army, not a Russian base. None of them mentions a permanent Russian presence.
Could the United States sanction Uganda over this?
A US law called CAATSA allows sanctions on significant transactions with Russia’s defence sector. This was described as a gift, and no US action or comment had been reported by 23 October 2026.
Why does Russia’s role in Uganda matter to Americans?
Uganda sends troops to Somalia and eastern Congo, where US interests are at stake. A closer Russian tie, such as this Russian army repair site, could change how Washington works with Kampala.
