Ensenada flooding after Storm Rachel has killed at least eight people, and on Wednesday 14 October the city’s mayor asked for a natural disaster declaration. Our report on Storm Rachel covered the first evacuations, and this explainer sets out what is known since then.
Ensenada is a Pacific port city in Baja California, less than 100 miles south of the US border. Cruise ships from California call there, so the damage matters to American travelers as well as to residents.
What Happened in Ensenada on 10 and 11 October
Ensenada flooding began on 10 and 11 October, when heavy rain, strong winds and landslides hit as Tropical Storm Rachel crossed Baja California. Streams that normally run dry overflowed, and floodwater carried homes away.
The worst Ensenada flooding struck Maneadero, a farming district south of the city centre where several streams run through the neighbourhoods. Police and rescue teams searched those stream beds for days afterwards.
The Ensenada Flooding Death Toll
Zeta, a Tijuana newspaper, reported on Tuesday 13 October that eight bodies had been found since early Sunday 11 October. Three of them were recovered on Tuesday in different parts of the Maneadero streams.
The dead range from a 4 year old child to a 51 year old man and include teenagers aged 13, 14 and 17. Two women aged 24 and 44 were still missing, and relatives of one victim published his photo themselves.
The Mayor Asks for a Disaster Declaration
On 14 October Mayor Claudia Agatón Muñiz signed a request for a natural disaster declaration, N+, a Mexican news channel, reported. The mayor leads Ensenada’s municipal government, and the request asks Governor Marina del Pilar Ávila Olmeda to seek federal help.
The aid would repair homes, roads and public works, and the city says the damage exceeds its own budget and equipment. The mayor said families have lost loved ones, and that they are not alone.
Water and the Military Base
N+ reported on 15 October that rain and flooding hit the machine room and filtering system of the Ensenada desalination plant. Key pumping equipment went out of service, and the state water utility CESPE began delivering water by tanker truck.
Floodwater also damaged working areas of El Ciprés army barracks and the military hospital. The army evacuated families living in the military housing units inside the base.
What It Means for You
Ensenada flooding still disrupts water service and some roads, so travelers with cruise or hotel plans should check with their operator or hotel. The port closed ahead of the storm, and a bridge collapsed in the Colonia Oaxaca neighbourhood.
Volunteer rescuers from Tijuana, Rosarito and Ensenada are collecting non-perishable food, hygiene and cleaning supplies, and cash for transport costs. They plan to bring the aid to families in Colonia Oaxaca on 18 October.
What Is Not Known
The final Ensenada flooding death toll is still open, because the search for the missing continues. Two women were still missing on 13 October, and the number may change once the searches end.
The cost of the damage and the full count of ruined homes have not been published. It is also unclear whether the federal government will grant the declaration or when water service returns.
