Discontent Boils as Protests Spread across Europe

A wave of protests across Europe is highlighting mounting public frustration over unaffordable housing, rising costs, underfunded public services and government misconduct. While the demonstrations have different origins, they share concerns about living standards and the prospects facing younger generations.

In Portugal, housing activists have returned to central squares after police dismantled protest camps. France is preparing a major security operation ahead of further demonstrations, while Italy has introduced tougher penalties for protest-related violence. In Albania, student-led demonstrations demanding the prime minister’s resignation have expanded into a broader movement against corruption and deteriorating public services.

Portugal’s housing protesters vow to return

Police cleared protest camps in Lisbon and Porto before dawn on Tuesday, October 20, arresting 55 people who were subsequently released pending court appearances, Reuters reported. The demonstrations resumed later in the day, with organizers estimating that more than 1,000 people gathered in each city.

In Lisbon, protesters voted to return to Rossio Square and set up tents again on Wednesday. The encampment had included around 200 tents since Saturday, while demonstrators in Porto had occupied Dom João I Square for approximately 10 days. Portuguese singer Ana Moura joined the Lisbon protest and performed for the crowd.

The movement is challenging a housing market in which home prices have more than doubled since 2017 and rents for new leases have nearly doubled. Protesters are also demanding the withdrawal of a government bill that would make evictions easier and end rent caps on new leases. The legislation passed its first parliamentary reading with the far-right Chega party abstaining.

“If people don’t feel at home, in every sense of the word, they can’t move forward with their lives…enough is enough,” Debora Miranda, 41, told Reuters.

The police operation drew criticism from camp representatives. Carla Valadão described it as “very aggressive,” while Public Security Police Superintendent Sérgio Soares called it “calm, proportionate and appropriate, with no police charge,” Reuters reported.

Portugal’s housing protests mirror similar demonstrations in Spain, where activists have established camps to draw attention to soaring rents and difficulties accessing affordable homes.

France and Italy tighten security measures

France is preparing a substantial security deployment for Saturday, October 24, after violence spread across Paris, Marseille, Lyon and other cities over the weekend of October 17.

Prime Minister Sébastien Lecornu has acknowledged that the government’s response had shortcomings, while Interior Minister Laurent Nuñez has also admitted mistakes. Authorities have extended localized curfews through Tuesday night, including restrictions targeting some people under 18.

Lecornu has blamed far-left groups for the violence, but critics argue that the government is underestimating public anger over living costs and declining public services. According to Reuters, questions have also been raised about police tactics, intelligence failures and whether officers were deployed effectively.

AP reported that approximately 2,400 people were arrested during the weekend unrest. The violence included looting, attacks on police and fires, with a historic town hall in Limoges destroyed. A man suspected of starting the fire was arrested on Tuesday; officials said he had been on a security watch list and belonged to an ultra-left group, Reuters reported.

The demonstrations have developed amid weeks of school blockades over underfunded, understaffed and deteriorating educational facilities. Protesters have increasingly linked those complaints to broader concerns about living costs and public services. Further demonstrations are planned for Saturday, with student groups demanding more education funding and Yellow Vest activists protesting fuel costs.

In Italy, Prime Minister Giorgia Meloni’s government approved a new decree on Tuesday following violent disturbances in Milan and other northern cities. The measures introduce prison sentences of up to five years and fines of up to €20,000 for violent participation in a group of at least five people that endangers public safety during a protest. Penalties can increase when participants conceal their faces or cause injuries.

The decree also provides for compensation for damage and makes parents financially liable for vandalism and looting committed by their minor children. Police will be able to detain people aged 14 to 17 without evidence that they have already committed an offense if authorities believe they pose a danger. The government plans to deploy 500 army troops alongside police in Milan through the end of 2026.

“There is nothing revolutionary about vandalising and stealing. Vandalism and theft are not protest, they are criminality,” Meloni said, according to Reuters.

Italy is also experiencing separate truck-driver protests over soaring fuel and transport costs. Road, motorway and port blockades have disrupted deliveries, forcing pasta producer Rummo to suspend production after running out of ingredients. Other manufacturers have reduced output, while Rome’s wholesale produce market has reported shortages of products including tomatoes, peppers and grapes. The government has pledged more than €150 million in aid for hauliers.

Albania’s protests widen beyond environmental concerns

In Albania, student-led protests in Tirana entered their seventh consecutive day on October 19, with demonstrators demanding Prime Minister Edi Rama’s resignation over alleged corruption, limited job opportunities and the state of public services.

Clashes have involved protesters throwing rocks at riot police, who have responded with tear gas, water cannons and pepper spray. Government buildings, a police station, banks and businesses have been attacked, while some properties have been set on fire or looted.

The movement initially focused on a controversial luxury tourism development linked to Jared Kushner, U.S. President Donald Trump’s son-in-law. The proposed resort, planned for the Vjosa-Narta protected wetland landscape, envisions as many as 10,000 villas. Environmental activists say construction threatens sensitive habitats, with The Guardian reporting that dunes and forest had been cleared for access roads.

Dutch Member of the European Parliament Tineke Strik accused the Albanian government of rushing the development through to bypass EU environmental standards. In June, the European Parliament called for legislation allowing construction in protected areas to be repealed, warning that it threatened requirements Albania must meet to join the bloc, The Guardian reported.

Rama has defended the project as an opportunity to strengthen the economy through tourism, arguing that decisions should be guided by science. In an October 8 statement, Kushner said the development aimed to meet high environmental and design standards and leave Albania greener and more biodiverse.

The demonstrations have since broadened to include demands for stronger protections for health care, education and public pensions, as well as greater political accountability. Rama has rejected calls to resign, saying the unrest threatens Albania’s ambition to join the European Union by 2030. He has also suggested that foreign interests are involved.

Police said 388 people had been charged with criminal offenses during the demonstrations, Reuters reported. The BBC cited figures showing that 295 people had been injured before Monday’s clashes, including 186 police officers.

Human rights lawyer Gentian Sejrani questioned police conduct and the evidence used in cases against detainees in comments to the BBC. Activist Sidorela Vatnikaj said she was uncomfortable with the violence but understood why young people felt driven to protest, arguing that many believed they had no other way to make their voices heard.

A wider struggle over living standards

The unrest across Europe reflects distinct national disputes but also a shared frustration over economic security, public services and political responsiveness. Greece is also set for further demonstrations on Wednesday, October 21.

Housing costs have driven protests in Portugal and Spain, while school funding and living expenses have fueled demonstrations in France. In Italy, fuel and transport costs have disrupted supply chains alongside violent street unrest. In Albania, environmental opposition has evolved into a wider challenge to the government.

Young people are prominent in several movements, with concerns about affordable housing, secure employment, education and the ability to build a future at home.

María Silvestre, a sociology professor at Spain’s University of Deusto, told AP that young Europeans faced “a strong sense of uncertainty and a lack of control.” When separate grievances converge, she said, a single event can channel broader discontent and bring people into the streets.

Governments are responding with additional deployments, curfews and tougher penalties, while protesters in several countries have pledged to continue their campaigns. Whether those measures ease tensions remains uncertain, as the underlying concerns over living costs, public services and political trust persist.
