Telecom-powered authentication verifies mobile number and SIM association in real time, reducing reliance on SMS OTPs
Bureau, a global risk decisioning platform, has launched Silent Mobile Verification (SMV), a telecom-powered authentication solution designed to strengthen Unified Payments Interface (UPI) device binding and improve security across digital transactions.
The launch follows the National Payments Corporation of India’s (NPCI) circular OC-238, dated 30 September 2026, which expands the UPI device-binding framework and recognises SMV as an alternative verification method alongside SMS-based binding.
Bureau’s SMV verifies the association between a mobile number, SIM card and requesting device through mobile network intelligence, without requiring SMS OTPs or manual user intervention. The solution delivers a match or no-match response in under four seconds and supports user onboarding, login, UPI registration, SIM binding and transaction authentication.
During UPI registration, the application securely shares the user’s mobile number and device IP address with Bureau, which coordinates verification through the relevant telecom operator. The operator checks whether the submitted number corresponds to the SIM associated with the requesting device.
The solution adds a network-verified authentication layer to existing security controls, helping businesses improve fraud detection while reducing friction for users. It can complement identity, device, behavioural, network and transaction signals, but does not replace KYC, identity verification or comprehensive fraud risk assessment.
“Silent Mobile Verification marks a significant milestone in our vision to make digital transactions safer and more seamless,” said Parag Modi, Business Head at Bureau. He added that the solution offers more than 96% coverage across India’s three leading mobile operators and processes over three million transactions daily across more than 20 live enterprises.
Ranjan R Reddy, Founder and Chief Executive Officer of Bureau, said authentication is evolving towards real-time verification using contextual signals available through mobile networks. He noted that SMV helps reduce unnecessary verification steps while retaining additional security controls where required.
By combining telecom intelligence with existing fraud prevention systems, Bureau aims to help businesses strengthen digital payment security while delivering faster and more convenient authentication experiences.
