Israeli woman on Koh Phangan faces deportation after her visa was revoked. Rising diplomatic tensions

২৪/১০/২০২৬

Israeli woman, 33, faces visa cancellation on Koh Phangan over threats and unpaid bills. Police probe suspect land deals and an unlicensed school as anti-Israeli protests spread from Bangkok to Phuket. Israel’s embassy hits back at fake news reports.

An Israeli woman, 33, faces expulsion from Thailand over threats, abusive behaviour and unpaid bills on Koh Phangan. Her visa case comes amid police raids on suspected foreign-controlled businesses, illegal land deals and an unlicensed Israeli school. Meanwhile, anti-Israeli protests have taken place across Bangkok and Phuket, drawing nationalist movements, Muslim groups and hundreds of demonstrators. Another major rally is planned. Prime Minister Anutin Charnvirakul has ordered tougher action against foreign offenders, while Israel’s embassy condemns fabricated accusations targeting its citizens. Thailand’s foreign minister has also warned Israel that violations of Thai law could damage bilateral relations.

An Israeli woman working on Koh Phangan has lost her Thai visa following complaints of threats, abusive behaviour and refusing to pay for services. Ensav Ashual, 33, faced two formal police complaints involving a hotel and a national park. She is the third Israeli national on the island to face visa cancellation this year.

Meanwhile, Thai officials are intensifying investigations into foreign residents, suspected illegal businesses and nominee property ownership across the Gulf islands. The case follows anti-Israeli demonstrations in Bangkok and Phuket involving nationalist activists, populist organisations and Muslim community groups. Israel’s embassy has also intervened, warning that fabricated stories and false accusations are unfairly targeting its citizens.

Ashual reportedly worked as an art therapist and breathwork guide on Koh Phangan in Surat Thani province. Her activities included wellness services, although officials have not identified her employer or business premises.

Hotel and national park complaints accuse Israeli wellness worker of threats, abuse and unpaid charges

However, complaints about her behaviour prompted an investigation by local police and district officials. The accusations included threats of physical violence, shouting abuse and refusing to settle charges for services.

According to Israeli newspaper Walla, two formal complaints were lodged with Koh Phangan police. The newspaper cited an official statement issued by the district administration. One complaint concerned a hotel where Ashual allegedly refused to pay accommodation charges. Staff reportedly encountered aggressive behaviour when the matter was raised. Furthermore, she was accused of shouting, swearing and threatening employees and other people with physical assault.

A separate complaint involved Than Sadet–Ko Phangan National Park, one of the island’s principal natural attractions. There, Ashual allegedly refused to pay entrance fees and became verbally abusive during a confrontation. Officials accused her of insulting staff, using threatening language and intimidating people at the park. The complaints also referred to threats directed towards tourists.

Notably, the accusations extended beyond disagreements over unpaid bills. They included claims of threatening physical harm against employees, visitors and other people. However, police have not identified the hotel or disclosed the amounts allegedly outstanding.

Neither have officials released the precise dates of the incidents or named the complainants. No detailed witness statements or CCTV recordings have been published. Equally, there has been no confirmation of criminal charges arising from the complaints.

Koh Phangan committee recommends Israeli woman lose permission to stay after two formal complaints

Nevertheless, the accusations brought Ashual before Koh Phangan’s foreigner conduct screening committee. The committee held its seventh meeting of the year on Thursday, 22 October. District chief Phaisit Thongjerm chaired the proceedings, attended by police, immigration representatives and local administrative officials. Following its examination, the committee recommended withdrawing Ashual’s permission to remain in Thailand.

Thai newspapers subsequently reported that her visa had been revoked. However, Walla described the decision as a recommendation forwarded to immigration police for implementation.

As of Saturday, 24 October, there was no independent confirmation that Ashual had been physically deported. Nor had officials announced whether she faced formal blacklisting or intended to appeal.

The case brings the number of foreigners facing visa cancellation on Koh Phangan this year to ten. Three of those cases involved Israeli nationals. In addition, the committee has continued reviewing complaints about foreign residents and visitors throughout 2026. Its latest meeting followed months of heightened enforcement across the island.

Questions remain over Israeli woman’s work status as Thailand applies tougher immigration regulations

Meanwhile, officials have not disclosed Ashual’s precise immigration status or confirmed whether she possessed a valid work permit. Her reported occupations included art therapy, guided breathing exercises and other wellness activities.

Importantly, no finding of illegal employment was announced in connection with the complaints. Instead, the reported immigration action centred on her conduct towards other people and refusal to pay charges.

Ashual has not publicly answered the accusations. Walla reported that neither she nor Israel’s Foreign Ministry responded to requests for comment.

Separately, The New Arab approached the Israeli embassy and Thailand’s Foreign Ministry. Neither had responded before publication. Consequently, the available accounts rely principally on statements from Thai officials and reports of the two police complaints.

The proceedings follow revised immigration regulations introduced in late August. These clarified procedures for removing foreigners whose conduct threatens public order, public wellbeing or good morals. Other provisions cover specified offences involving illegal entry, employment and business operations. Under the revised framework, immigration action can proceed without necessarily depending on an illegal employment conviction.

Anutin orders swift removal of foreign offenders as Israeli embassy challenges false claims and reports

Prime Minister Anutin Charnvirakul reinforced the policy last month. He instructed provincial governors and district chiefs to act quickly against foreign nationals whose conduct justified removal.

Furthermore, Anutin argued that unnecessarily keeping foreign offenders in Thailand consumed public resources. Governors could even advance airfares and recover the costs afterwards, he suggested. His instructions were intended to accelerate departures where immigration law permitted removal.

Against this backdrop, the latest Koh Phangan case follows months of investigations into foreign business activities across Surat Thani’s tourist islands.

Israeli nationals have featured in several prominent cases involving property ownership, employment and disputes with local residents. At the same time, the Israeli embassy has challenged what it describes as misinformation and unfair accusations directed against its citizens.

On 16 October, deputy chief of mission Rami Teplitskiy appeared in an embassy video addressing fabricated stories circulating online. One concerned two tourists accused of shoplifting at a convenience store in Patong, Phuket. Social media reports identified the individuals as Israelis. However, Teplitskiy said police subsequently established that both were of other nationalities.

Israeli embassy rejects fabricated Koh Phangan flag images and warns against blaming entire communities

Another controversy concerned claims that numerous Israeli flags had appeared across Koh Phangan. The embassy said local officials investigated and established that the purported incident had not occurred.

Furthermore, it described accompanying images as AI-generated fabrications. Teplitskiy urged the public: “Don’t believe just headlines.”

The embassy warned: “Fake news does more than spread incorrect information. It can create fear, deepen misunderstanding, and unfairly harm individuals and entire communities.”

The diplomatic statement maintained that genuine misconduct should be investigated and offenders held responsible. Nevertheless, the embassy opposed accusations against an entire nationality based on individual incidents. There is no indication that Israeli diplomats have disputed the specific complaints against Ashual.

The controversy has also moved onto Thailand’s streets. In recent weeks, nationalist activists, populist political organisations and Muslim community groups have participated in demonstrations opposing Israeli activities. The protests have focused on foreign property ownership, business operations, visitor conduct and the activities of Jewish religious centres.

Sondhi leads Bangkok protest demanding tighter scrutiny of Israeli visitors, businesses and land deals

On 10 September, veteran political activist Sondhi Limthongkul led protesters outside the Israeli embassy in Bangkok. The demonstration formed part of the Campaign for People’s Transformation and its wider nationalist campaign.

Sondhi, a former leader of the People’s Alliance for Democracy, was joined by several prominent activists. They included Panthep Puapongphan, chairman of the Yamfah Foundation, and lawyer Nitithorn Lamlue. Campaign for People’s Transformation leader Pichit Chaimongkol also participated.

The demonstration operated under the slogan “Take Back Our Thailand”. Protesters carried Thai flags and placards demanding respect for Thai sovereignty and local laws. Some displayed messages opposing Israeli activities and foreign control of Thai land. In addition, organisers presented four demands to the Israeli ambassador.

These included tighter supervision of Israeli visitors and cooperation with Thai criminal investigations. Protesters also demanded transparent investigations into land ownership in Chachoengsao and the operations of Chabad centres. Separately, they called on Israel to halt attacks against civilians, hospitals and schools.

Bangkok campaign expands towards Phuket as Muslim leaders back protests over foreign tourist behaviour

Sondhi argued that Thailand’s hospitality should not excuse unlawful behaviour by foreign visitors. He also rejected an offer of a private meeting with Israeli Ambassador Alona Fisher-Kamm. Instead, organisers announced plans to continue their campaign across Thailand. Proposed destinations included Chanthaburi, Hat Yai, Phuket, Chonburi and Khon Kaen.

Phuket subsequently became another centre of organised opposition to Israeli visitors and activities associated with the Jewish community.

On 28 August, approximately 150 to 200 demonstrators attended a Save Phuket gathering in Patong. The campaign focused on complaints about foreign tourists, particularly Israelis. Its organisers also raised concerns about local businesses and the island’s reputation.

Komol Dumlak, chairman of the Islamic Committee of Phuket Province, publicly supported the demonstration. He also serves as imam of Phuket Provincial Central Mosque and sits on the Central Islamic Committee.

Komol said the dispute should focus on Phuket’s security, businesses and tourism rather than Middle Eastern conflicts. He warned that unacceptable tourist behaviour could damage the island’s reputation and discourage other visitors.

Phuket protests intensify outside Chabad House as Jewish New Year celebrations face security concerns

Police approved the gathering on condition that it remained peaceful and lawful. However, promotional material included crossed-out Israeli flags and messages opposing Israeli policies. The campaign subsequently attracted wider participation from local Buddhist and Muslim networks.

The confrontation intensified on Friday, 11 September, when more than 500 demonstrators gathered in Patong. The Phuket Land Protection Group, also known as Save Phuket, organised the protest alongside Thai Buddhist and Muslim networks. Participants assembled near Dolphin Roundabout on Patong Beach before marching through the resort. Subsequently, they gathered outside Chabad House on Rat-U-Thit 200 Pi Road.

Demonstrators carried placards reading “SAVE PHUKET NO ISRAEL”. Others shouted slogans supporting Palestine. Meanwhile, activist Akkarawut Kraisisombat travelled from Bangkok to address the gathering. Police and district officials deployed personnel to maintain security and control traffic.

The protest also targeted celebrations for Rosh Hashanah, the Jewish New Year. Hundreds of Israeli and Jewish visitors were expected to attend activities at Chabad House. However, the organisation cancelled a planned festive dinner following security concerns. According to Israeli media, the decision followed advice from Israeli security officials.

Chabad dinner cancelled amid protests as Phuket officials investigate premises and business complaints

Organisers warned registered guests against approaching the premises because of possible confrontations. Consequently, the cancellation affected a celebration expected to attract between 700 and 800 participants.

Earlier preparations had included plans for an even larger gathering. The dispute therefore affected a religious event as well as the wider controversy over foreign residents.

Provincial officials subsequently inspected Chabad House Patong. Investigators examined land ownership, financial arrangements and building permissions. A report issued on 30 September found no irregularities in the financial transactions examined at that stage. However, inspectors identified building-use problems requiring further investigation.

These included a parking area converted into a restaurant or café and an unauthorised rooftop steel structure. Checks involving imported products and possible nominee arrangements were also continuing. The inspections followed public accusations concerning foreign business influence, although the wider claims remained unsubstantiated.

On another front, a major demonstration is being organised in Phuket for Saturday, 31 October. The Phuket Land Protection Group, Reclaim Thailand and approximately 20 allied networks are preparing the event. It is scheduled for Saphan Hin in Phuket Town between 4 pm and 10 pm.

New Phuket rally draws nationalist organisers as figures reveal growing Israeli presence on Koh Phangan

Organisers expect participants from Phuket and other Andaman provinces. Sondhi Limthongkul is among the advertised speakers, alongside Pichit Chaimongkol and Akkarawut Kraisisombat. Krit Thepbamrung, representing Reclaim Thailand, said preparations were being coordinated with the movement’s national leadership.

The organisers have renewed accusations concerning foreign business influence, suspected illegal activities and Chabad-related interests. However, provincial investigators have not substantiated the wider claims of illicit business networks. The planned rally comes one week after the latest immigration action against Ashual.

Beyond the demonstrations, Koh Phangan’s growing Israeli presence has attracted scrutiny because of its residential and commercial footprint. Estimates published in May placed the number of Israelis present on the island between 2,000 and 3,000. However, the figure included tourists and temporary residents rather than permanent settlers alone.

During January–March, Israeli nationals submitted 688 applications for extensions of stay on Koh Phangan. Of these, 583 concerned short-term extensions and 105 involved longer-term stays. On neighbouring Koh Tao, immigration officials recorded 65 Israeli extension applications during the same period.

Surat Thani figures show Israeli workers on Gulf islands as police target suspected foreign nominee firms

A September report by Surat Thani provincial officials recorded 163 Israeli nationals working on Koh Phangan. Another 192 were recorded working on Koh Samui. The figures followed a visit by the House of Representatives Labour Committee. Importantly, recorded workers and immigration extension applicants represent different categories.

Across Surat Thani province, officials counted 144,464 authorised foreign workers. Most came from neighbouring countries. Koh Samui alone accounted for 16,753 foreign workers of all nationalities. Provincial officials also reported 125 foreign employment enforcement cases. These included 45 cases involving work without permits and 51 concerning occupations reserved for Thai nationals.

The figures covered foreign workers generally, not Israelis exclusively. Nevertheless, police have intensified investigations into suspected foreign-controlled property businesses on Koh Phangan.

In May, more than 300 officers participated in the second phase of an operation against suspected nominee companies. Investigators targeted 32 companies believed to involve Thai shareholders concealing foreign ownership. One group controlled 45 land plots covering more than 40 rai. Police valued those properties above ฿200 million. Another group of 32 companies held 38 plots covering more than 38 rai.

Police investigate Israeli-linked land holdings and suspected nominee businesses after dozens of arrests

Investigators also examined FB Properties Co Ltd, known as Yoga House. Police identified an Israeli man as the suspected beneficial owner behind Thai shareholders. The company controlled eight land plots covering approximately 7.5 rai, valued at over ฿60 million. Officers also suspected unauthorised hotel operations.

The wider investigation produced 45 arrest warrants involving foreigners of several nationalities. By June, police had reported 27 arrests. These proceedings formed part of a broader investigation into suspected foreign control of land and businesses.

On 10 June, officers arrested a 30-year-old Israeli national identified as Alisa at Koh Samui Airport. He was wanted over a suspected nominee arrangement involving Koh Phangan land. Police said he admitted to employing an accounting firm that arranged Thai shareholders.

Separately, the Department of Special Investigation examined information involving 11,426 companies across tourist provinces. The exercise sought potential nominee ownership arrangements and other business irregularities. Investigators focused on whether registered Thai shareholders concealed control by foreign investors.

Raid exposes unlicensed school serving Israeli children as Koh Samui zoo dispute ends in visa cancellation

Another major investigation concerned an unlicensed educational establishment serving Israeli children. On 1 May, police raided premises operated by Arki Kids Co Ltd in Moo 3, Koh Phangan. The establishment was licensed as a childcare centre accommodating 18 children aged between two and five. However, investigators found 89 Israeli children present during the operation.

The total number of pupils associated with the facility reportedly exceeded 100. Officers also identified foreign teachers suspected of working without proper authorisation or outside their permit conditions. Nine people were arrested, including management figures and teaching staff.

Subsequently, investigators examined the company’s ownership structure and possible use of Thai nominees. Operators reportedly acknowledged applying for the necessary licences but opening before receiving approval. The discovery also demonstrated the presence of Israeli families living on Koh Phangan, beyond the island’s short-term tourist market.

A further controversy developed on Koh Samui over a zoo displaying a Palestinian flag. An Israeli national was convicted of threatening the zoo’s operators. He received a ฿5,000 fine and a suspended two-year prison sentence. Immigration officials subsequently cancelled his permission to remain in Thailand.

Zoo dispute and Israeli complaints prompt diplomatic talks and warnings of strict Thai law enforcement

Police also investigated reports of an online ฿500,000 bounty connected with the dispute. Separately, the zoo’s French owner faced immigration proceedings following complaints about his conduct.

The incidents prompted direct diplomatic discussions in September. On 8 September, Deputy Prime Minister and Foreign Minister Sihasak Phuangketkeow met Israeli Ambassador Alona Fisher-Kamm. Their discussions covered Israeli visitors, foreign business activities and complaints about conduct in Thailand.

Sihasak stated: “Any foreigner who violates Thai law will face strict enforcement.”

He also warned that continuing problems could affect bilateral relations. Thailand welcomed Israeli visitors, he said, but expected compliance with Thai laws and customs.

Ambassador Fisher-Kamm acknowledged the concerns and proposed distributing guidance explaining acceptable behaviour and Thai legal requirements. The material would be circulated through diplomatic channels, airlines and tour operators. Previously, the ambassador had visited Surat Thani in August for discussions with provincial and tourist police.

She maintained that most Israeli visitors respected Thai laws. Nevertheless, she accepted that individual offenders should face appropriate consequences.

Israeli tourism and Thai jobs in Israel frame bilateral ties as immigration figures counter viral claims

The bilateral relationship also includes a substantial employment connection. According to Sihasak, more than 60,000 Thai nationals were working in Israel.

Israeli tourism remains a significant market for Thailand. Tourism Ministry figures reported by Associated Press showed more than 277,000 Israeli arrivals during January–August 2026. That represented an increase of approximately 7% against the corresponding period last year.

Earlier, Ambassador Fisher-Kamm reported approximately 425,000 Israeli visits during 2025. However, arrival figures do not establish how many Israelis reside permanently in Thailand.

Interior Ministry probes Israeli network of Chabad in Thailand with reports of southern land purchases

Pressure movement against Israel in Thailand gains momentum as it combines with street protests

In March, the Immigration Bureau reported approximately 30,000 Israeli nationals staying in the kingdom. Between 1 January and 11 March, officials recorded 84,238 Israeli arrivals and 80,171 departures. Those figures challenged viral claims that hundreds of thousands of Israelis had permanently settled in Thailand. AFP subsequently examined the claims in an April fact-check.

For Ashual, the immediate question remains the implementation of the Koh Phangan committee’s decision. Officials have not announced criminal convictions arising from the hotel or national park complaints. Nor have they confirmed an appeal, departure date or final blacklisting decision.

Meanwhile, preparations continue for Phuket’s 31 October demonstration. Sondhi and allied organisations are expected to renew their campaign concerning foreign business operations and Chabad House Patong. The rally follows provincial inspections that identified building irregularities but did not substantiate broader accusations of illicit business networks.
