Cameroon succession rules changed in April, when parliament created an appointed vice president to finish the term if the presidency falls vacant. Six months later, President Paul Biya, 93, has not filled the post.
That gap leaves a country bordering Nigeria, Chad and the Central African Republic with disputed rules for its next handover. For US readers, it shapes travel risk, aid programmes and the outlook for investors in Central Africa.
How Cameroon Succession Rules Worked Before April
Until this year, a vacancy at the top triggered a caretaker period and then a fresh vote. The president of the Senate served as interim head of state until a new president was elected.
The amended text spells out tight limits on any interim leader. He may not change the constitution or the government, call a referendum, or stand in the election.
One narrow exception remains in the bill text quoted by the business daily EcoMatin. The interim president may change the government if the election requires it, after consulting the Constitutional Council.
What the April 2026 Amendment Changed
Parliament, meeting as a joint Congress of both chambers in Yaoundé, took up the bill on Thursday 2 April. It approved the text on Saturday 4 April by 200 votes to 18, with 4 abstentions.
Biya promulgated it on Tuesday 14 April as Law No. 2026/002, the news site Journal du Cameroun reported. According to EcoMatin, the reform rewrote Articles 5, 6, 7, 10, 53 and 66 of the constitution.
The core is the new Article 6, which covers death, resignation or permanent incapacity “duly established by the Constitutional Council.” In those cases, in our translation, “the Vice-President completes the President’s term.”
A vacancy therefore no longer leads automatically to an early election. The government’s explanatory memorandum said this avoids a vote whose cost to the state budget “is generally significant.”
Who the Vice President Is and Who Picks Them
The vice president is not elected but appointed by the president, like the prime minister and other ministers. The president sets the holder’s duties, may delegate powers and can end the appointment at any time.
The term cannot run beyond the president’s own seven-year mandate. The vice president faces the same incompatibilities as the head of state and must declare assets on entering and leaving office.
In normal times the post would deputise for the president, represent the country abroad and take on specific files. The memorandum calls this a “presidential tandem” meant to make government more efficient.
The reform met unease inside the Cameroon People’s Democratic Movement (RDPC), the ruling party that Biya leads. Senate dean René Zé Nguélé objected that a president could appoint a deputy one day and remove him the next.
The Empty Post and the Legal Dispute
If the vice president is also unable to serve, or the post is not filled, voters choose a new president. The amended text sets that ballot “20 days at least and 120 days at most” after the vacancy opens.
The harder question is who may ask the Constitutional Council to declare a vacancy in the first place. A companion law of 14 April amended Article 38 of the 2004 law that governs the council.
Cabral Libii, a lawmaker who leads the opposition Cameroonian Party for National Reconciliation (PCRN), says that law gives the power only to the vice president. “As long as a vice president is not appointed, the vacancy cannot be established,” he argued in August.
Christian Bomo Ntimbane, a lawyer who heads the Héritage party, rejects that reading, Cameroun Actuel reported on Monday 10 August. He says the 2026 law did not repeal the older rule letting the speaker of the National Assembly refer a vacancy.
The argument began after Hiram Samuel Iyodi, leader of the MP3 party, asked speaker Théodore Datouo to bring a vacancy case before the council. No public ruling by the council on who holds that power has been reported.
On Tuesday 13 October, Libii renewed his warning of “chaos” if Biya could no longer serve before naming a deputy. Our news report Cabral Libii Urges Biya, 93, to Name a No. 2 covers that statement in full.
What It Means for US Readers
The US State Department rates Cameroon at Level 2, “exercise increased caution,” in an advisory dated Thursday 14 May 2026. It warns that civil unrest is common, with “the potential for political violence.”
A sudden vacancy with no vice president would open a 20 to 120 day election window under contested procedures. Aid programmes, contracts and travel plans could pause until the Constitutional Council settles who acts.
The stabiliser is that the rules are written down and the institutions that apply them already exist. A named vice president would give a clear chain of command, although critics say it would bypass voters.
What Is Not Known
Biya has not said publicly whether or when he will appoint a vice president. Names that circulate in Yaoundé are speculation, not an official shortlist.
It is also unclear who would act as interim president while the post stays empty. Only the Constitutional Council can settle the competing readings of the April texts.

Frequently Asked Questions
What are Cameroon’s succession rules now?
Since April 2026, an appointed vice president completes the term if the presidency falls vacant. If that post is empty, an election must follow within 20 to 120 days.
Who appoints Cameroon’s vice president?
The president appoints the vice president, sets the holder’s duties and can end the appointment at any time. The office is not elected by voters.
Has a vice president been named?
No vice president had been appointed by Wednesday 14 October 2026. President Paul Biya has not said publicly when he will fill the post.
Who acted as interim president before the reform?
The president of the Senate served as interim head of state until a new president was elected. The interim leader could not stand in that election.
Why is the vacancy procedure disputed?
A law of 14 April changed who may ask the Constitutional Council to declare a vacancy. Lawyers disagree on whether the National Assembly speaker keeps that power while no vice president exists.
