KUALA LUMPUR, Oct 14 — If your mobile phone suddenly sounds a piercing siren and displays an evacuation order on November 19, do not rush to pack your bags.
According to NST, the Malaysian Communications and Multimedia Commission (MCMC) is conducting a pilot test of the country’s upcoming Cell Broadcast System (CBS), a long-overdue upgrade designed to modernise public disaster warnings.
Pilot testing across high-risk flood zones
The pilot exercise is expected to focus on high-risk, flood-prone regions, including selected areas across Selangor, Kuala Lumpur, Kelantan, and Pahang.
While the simulated broadcast may instruct recipients to seek shelter immediately or warn of an imminent natural disaster, the notification is strictly a drill.
According to United Nations figures, at least 44 countries have already deployed mobile-based warning architectures for hazards such as earthquakes, tsunamis, and severe storms. Malaysia is now taking steps to retire its legacy alert setup in favour of this international standard.
Is cell broadcast better than SMS?
Currently, Malaysia’s emergency alerts rely on a clunky pipeline managed by the National Disaster Management Agency (Nadma) and local telcos, which push batch SMS blasts to subscribers.
Anyone who has monitored network performance during festive seasons or major crises knows the inherent flaw of bulk SMS: messages get queued, delivery is inconsistent, and critical alerts often arrive hours too late.
Cell broadcast operates fundamentally differently. Instead of pinging individual telephone numbers, the system functions like a radio transmission.
It broadcasts a dedicated data packet directly to every compatible handset latched onto specific mobile base stations within a designated perimeter.
No phone numbers or data plans required
Because it communicates directly with local cell towers via a dedicated radio channel, CBS does not require a recipient’s phone number, an active mobile data plan, or third-party emergency apps.
For example, this is what CBS in South Korea looks like for bad weather and a missing person.
Crucially, emergency broadcasts bypass network congestion entirely. This means the alert punches straight through to handsets even if local voice and mobile data traffic are completely saturated by people trying to call loved ones during an incident.
Telco towers need better protection against natural disasters
While the broadcast mechanism itself is technically proven, the overall system is only as dependable as the infrastructure backing it.
CBS still relies on functioning cellular towers; if flash floods, landslides, or severed power grids take down local base stations before an alert can be pushed, the warning simply will not reach devices in that coverage zone.
Addressing telecommunications dead spots across rural Malaysia remains an ongoing challenge.
Clear communication is equally vital. For the system to be effective, MCMC must ensure broadcast messages are clear.
That means there should be a clear technical distinction between casual advisories, severe warnings, and mandatory evacuations.
Alerts must also cater to accessibility needs, including readable formats for individuals with hearing, visual, or reading impairments.
