The pass is available to eligible applicants who meet the conditions set out in Regulation 16A of the Immigration Regulations 1963.
The framework covers people with qualifying family connections to Malaysian citizens or permanent residents, as well as individuals who previously held Malaysian citizenship.
1. Foreigners with family ties to Malaysian citizens
The first category covers foreign nationals with specified family relationships to Malaysian citizens.

Eligible applicants include the spouse of a Malaysian citizen and biological, step or legally adopted children aged 18 and below.
The category also includes divorced or widowed individuals who share a biological child who holds Malaysian citizenship.
In addition, the biological parent of a Malaysian citizen may qualify. A parent-in-law of a Malaysian citizen may also apply, provided they already hold a valid pass in Malaysia.
Applicants must meet the conditions applicable to their particular family relationship.
2. Family members of Malaysian permanent residents
The second category applies to foreign nationals with qualifying family ties to Malaysian permanent residents.
Those who may qualify include:
- The biological child of a Malaysian permanent resident aged 18 or below.
- The spouse of a Malaysian permanent resident.
This category extends eligibility to certain family members of permanent residents, rather than limiting it to relatives of Malaysian citizens.
3. Former Malaysian citizens
The third category covers people who were previously Malaysian citizens but no longer hold Malaysian citizenship.
This includes individuals who voluntarily renounced their citizenship and those who were formally deprived of it.
Former citizens who fall within this category may apply for a Residence Pass, subject to the relevant immigration requirements.
What applicants should know
Malaysia’s Residence Pass is administered by the Immigration Department and is one of the country's long-term immigration pass options for eligible foreign nationals.
Foreigners considering an application should confirm the requirements for their specific category and ensure they have the necessary supporting documents. Falling within one of the listed groups does not automatically guarantee approval, as applicants must still satisfy the applicable immigration conditions.
