The Government of Japan has opened applications for 16 fully funded master’s scholarships for Pakistani government officers under the Japan Development Scholarship (JDS) Program 2026. The program will allow selected candidates to pursue postgraduate studies at Japanese universities during the 2027–28 academic year.
According to the Japan International Cooperation Center (JICE), the scholarships cover full university tuition fees, round-trip airfare between Islamabad and Japan, monthly living support, arrival allowances and accommodation assistance. Additional benefits may include support for books, academic travel, seminars and overseas travel insurance.
The scholarships are available in three major fields: public administration, finance and governance; industrial promotion and investment climate; and climate change and energy policy. Of the 16 available seats, 11 are allocated to public administration, finance and governance, three to industrial promotion and investment climate, and two to climate change and energy policy.
Applicants must be Pakistani nationals aged between 25 and 40 as of April 1, 2027, and hold a bachelor’s degree from a recognised university, generally requiring 16 years of formal education. The program also requires at least three years of full-time public service experience and proficiency in English.
Under the published eligibility guidelines, the master’s scholarships are primarily intended for eligible federal government cadre officers and federal ex-cadre officers serving in BPS-17 or above within approved organisations. Provincial government employees should confirm their eligibility with JICE before applying.
The program encourages eligible female government officers to apply. However, the scholarships are open to both male and female candidates who meet the prescribed requirements. Applicants must also satisfy the academic, professional and health conditions outlined in the official guidelines.
The last date to apply is November 27, 2026. Interested candidates can review the eligibility criteria and application instructions through the official JDS Scholarship website.
Applicants must complete the online application and upload the required academic and professional documents before the deadline. JICE advises candidates to carefully review all information before submission, as applications cannot be modified once submitted.
The JDS Program aims to strengthen the professional and administrative capabilities of Pakistani civil servants through advanced education in Japan, particularly in areas related to governance, economic development, investment and environmental policy.
