Infantino's proposal was presented at an International Football Association Board (FIFA) meeting in Zurich on Thursday.
"During my ten years as FIFA president, we have gone from one million dollars per member association to 25 million dollars each - worldwide," Infantino said in a press release.
Infantino is seeking re-election for another four years, but several major federations and continental confederations want new leadership following his now-scrapped plans to sell shares in the World Cup to private investors. There have also been calls for FIFA to distribute more funds from its cash reserves.
Decisions on the billion-dollar fund will be made at the congress in March.
