Imphal, Oct 14 (DIPR): The Directorate of Settlement and Land Records, Government of Manipur, is accelerating the modernisation of land administration through digital services, computerisation of land records and revenue courts, and the adoption of advanced surveying technologies to ensure greater transparency, efficiency and accessibility in land-related services, said its Director David Elangbam
Addressing media personnel at the 18th session of the "Meet the Press" programme held today at the DIPR auditorium, David said the department is committed to developing a transparent, efficient and citizen-friendly land administration system.
He stated that eight online services are already operational, while computerisation of land records in the six valley districts has reached 98.52 per cent.
He further said the department is working to reduce procedural delays, improve access to land records and minimise the need for citizens to visit Government offices repeatedly.
He informed that people can access the available services through the official portal, https://elandmanipur.mn.gov.in/, and the “LR Manipur Mobile App”, launched in August 2026.
Mentioning about the eight key services which have been brought online to simplify land-related transactions and administrative procedures, he added that these include online payment of land revenue through ‘LouchaPathap’, applications for permission for registration, change of land use and allotment of land, and processing of land acquisition, including acquisition through direct purchase.
He informed that the National Generic Document Registration System (NGDRS) is operational at all Sub-Registrar offices across the six valley districts, enabling the registration of sale, purchase and gift deeds through the digital platform.
Other services include the Revenue Case Court Management System (RCCMS) for handling revenue cases and a Geographic Information System (GIS)-based platform for managing village-related information.
David said the introduction of these services would make land-related procedures more convenient, improve service delivery and strengthen transparency in land administration.
Highlighting the progress under the Digital India Land Records Modernization Programme (DILRMP), a Central Sector Scheme fully funded by the Centre since 2020–21, he stated that 596 of the 605 revenue villages in the six valley districts have been computerised, achieving 98.52 per cent completion.
He informed that November 30, 2026, has been fixed as the deadline for completing the remaining work.
Bishnupur and Thoubal districts have achieved 100 per cent computerisation, while Imphal East has completed the computerisation of 172 out of 173 villages and Imphal West 176 out of 181 villages, he said.
According to him, Jiribam has completed the computerisation of 50 out of 58 villages, while Kakching has covered 41 out of 46 villages.
He further stated that Rs 6.99 crore has been released under the programme so far, against which utilisation certificates for Rs. 6.78 crore have been submitted to the Ministry concerned.
The Director further stated that 1,451 cadastral maps prepared during the 1960 survey have been digitised and geo-referenced.
Another 317 maps from the resurvey of 133 revenue villages are about 97 per cent digitised by the Manipur Remote Sensing Applications Centre (MARSAC), with the remaining work targeted for completion by October 31, 2026.
He informed that modern record rooms have been established in all six valley districts to preserve land documents and maintain permanent digital archives.
Once digitisation is completed, the records will be made available online, he said.
The department also plans to scan old registration documents, preserve their metadata and provide related services through the NGDRS portal by June 30, 2027, he added.
David said that the Ministry concerned launched DILRMP 3.0 in August 2026 for the period 2026–27 to 2030–31.
Saying that the department has submitted a proposal amounting to Rs 7.55 crore, including a request for the first instalment of Rs 2.08 crore during 2026–27, he maintained that the department would seek additional financial assistance, if required, to ensure the timely completion of approved activities and further strengthen land record management in the State.
The department has proposed establishing or modernising a Sub-Registrar office as a Registration Seva Kendra, modelled on Passport Seva Kendras, to improve the public experience of property registration, he said.
Stating that the proposed facility will include waiting areas, amenities for persons with disabilities and senior citizens, drinking water, a pantry, Wi-Fi, CCTV surveillance, fire alarms, smoke detectors, first-aid equipment, electronic display boards and service kiosks, the Director informed that the initiative is targeted for completion during 2026–27.
David further stated that the department envisages establishing a secure State repository for registered deeds, certificates and other property-related documents, with provision for eventual integration with the Central Repository.
He said a core GIS-based land information system is also planned to integrate cadastral maps, Records of Rights (RoRs), Unique Land Parcel Identification Numbers (ULPIN), registration data, land-use details, land value rates and municipal tax rates on a common platform.
He added that the integrated system would facilitate information-sharing among Government departments, improve coordination and support informed planning and decision-making.
The Director further informed that the department is exploring consent-based linking of Aadhaar and mobile numbers with Records of Rights.
Under the proposed system, he said landowners would receive SMS alerts or notices about transactions involving their properties.
He stated that the initiative is intended to help landowners identify suspicious activities at an early stage and reduce the risk of fraudulent land transactions.
Highlighting the department’s initiative to computerise revenue courts and link them with digital land records to improve the management and disposal of land-related cases, he said that the proposed system would enable citizens to apply online for various types of revenue court cases and track their progress.
It will cover the offices of the Secretary (Land Resources), Deputy Commissioners, Sub-Divisional Officers, Sub-Deputy Collectors, the Director of Settlement and Land Records, Survey and Settlement offices, and Assistant Survey and Settlement Officers, wherever applicable, he informed.
The Director said the initiative would reduce paperwork, improve accountability and ensure greater transparency and efficiency in revenue case management.
Emphasising the need for scientific land mapping, the Director stated that significant portions of Manipur, particularly the hill areas, remain unsurveyed.
He observed that conventional surveying methods are time consuming.
To address these challenges, he said the department is exploring modern technologies, including differential Global Positioning System (dGPS), drones, Light Detection and Ranging (LiDAR) and GIS tools, to facilitate faster surveys, improve boundary identification and enhance the accuracy of land records.
David said that the department is seeking financial assistance for survey and resurvey activities.
He stressed that the exercise would require specialised technical staff, trained manpower and modern equipment, expressing hope that the Government of India’s proposed survey and resurvey scheme would provide support to States such as Manipur, which have extensive unsurveyed areas.
Lanjoy Thoudam, Joint Secretary of Land Resource; Chandam Bobo, Joint Secretary of Land Resource; N Amarjit Singh, SDC of Land Resource and Ranjit Maisnam were some of the officers who attended the press meet.
