US Coast Guard Repatriates 63 Migrants

PUERTO RICO · MIGRATION

The US Coast Guard repatriates 63 migrants to the Dominican Republic after stopping an overloaded boat in the Mona Passage, the strait between Puerto Rico and the Dominican Republic. The handover took place on Saturday 17 October 2026, and the Coast Guard announced it on 19 and 20 October.

For US readers the case shows how Puerto Rico’s waters work as an American border, because people stopped at sea are not allowed to stay in the United States or its territories. Three of the 66 people on the boat were not handed over and remain in federal custody for further investigation.

It follows a deadly month on the route, including the 27 September capsizing near Mona Island that we covered in Mona Island Shipwreck Off Puerto Rico and the 5 October rescue described in US Coast Guard Saves 61 Migrants Off Dominican Republic. Puerto Rico is a US territory, so anyone who reaches its shore is on American soil.

Coast Guard Repatriates 63 Migrants After Mona Passage Stop

A Coast Guard HC-144 Ocean Sentry surveillance aircraft spotted a makeshift boat on Friday 16 October, about 70 nautical miles (130 kilometres) north-west of Aguadilla on Puerto Rico’s west coast, according to El Nuevo Día’s account of the release. The boat was about 30 feet (9 metres) long and badly overloaded.

Coast Guard Sector San Juan diverted the cutter Winslow Griesser to intercept it and sent an MH-60T Jayhawk helicopter from Air Station Borinquen to give air support. A Coast Guard video shows a Jayhawk crew flying over the vessel on 16 October.

The cutter’s crew moved all 66 people aboard the cutter for safety. On Saturday 17 October it met two Dominican Navy ships, the Bellatrix and the Acrux, in the Mona Passage and handed over 63 of them.

Lieutenant Alex Kearney, the cutter’s commanding officer, said the crews saved 66 people from a dangerously overloaded boat trying to cross a vast stretch of ocean with little or no safety equipment. He also warned that anyone involved in smuggling migrants can face prosecution and prison.

Who Was on the Boat and Who Stayed Behind

Fifty-nine of the 66 people said they were citizens of the Dominican Republic, 55 men and four women. The other seven, six men and one woman, said they were Haitian.

Three people were not handed over and remain in federal custody for further investigation and possible charges of attempting to re-enter the United States illegally. El Nuevo Día cited the federal statute as 8 USC 1326, which covers certain people who return or try to return after being deported or removed, and noted that the Coast Guard did not say whether the three had been deported before.

The Coast Guard did not say which nationality the three people held belong to, so it is not clear how the 63 returned people split between Dominicans and Haitians. Dominican outlets N Digital and Listín Diario, the latter carrying a report by the Spanish news agency EFE, confirmed that the Dominican Navy received 63 people.

A Deadly Month on the Mona Passage

The latest case comes weeks after a boat capsized near Mona Island on 27 September. EFE reported that a fight broke out aboard, several people were hurt with a machete, and the Coast Guard rescued 49 people and recovered three bodies, with about a dozen people still missing.

On Thursday 8 October the federal prosecutor’s office in Puerto Rico charged three Dominican men with nine counts of alleged people smuggling linked to that voyage, and the charges are allegations until proven in court. Diario Libre reported that the acting head of the office, Héctor Ramírez Carbó, said some migrants pay up to US$5,000 for the trip and that hundreds of people die each year trying to reach Puerto Rico illegally.

Two earlier returns in early September followed the same pattern. The Coast Guard handed 75 migrants to the Dominican Navy at San Pedro de Macorís on 4 September after stopping a boat on 2 September, according to the Dominican paper De la Zona Oriental, and El Nuevo Diario reported the return of 51 more on 8 September.

Why Washington Treats the Route as a Security Matter

The Coast Guard places the operation inside the Homeland Security Task Force, set up under Executive Order 14159, “Protecting the American People Against Invasion.” In San Juan the task force brings together the FBI, Immigration and Customs Enforcement, Customs and Border Protection, the Drug Enforcement Administration, the Coast Guard and other federal agencies.

The Coast Guard also says the work is part of Operation Vigilant Sentry and the Bahamas, Turks and Caicos operation, which keep air and sea patrols in the Florida Straits, the Windward Passage, the Mona Passage and the Caribbean Sea. It repeated that people stopped at sea or detained on land after entering illegally cannot stay in the United States or its territories.

What It Means for You

For US readers the Mona Passage is a live test of border enforcement at sea, run by the Coast Guard from Puerto Rico and in cooperation with the Dominican Navy. Our guides Puerto Rico Geopolitics Explained 2026 and Dominican Republic in the Caribbean Explained show why the two neighbours are so closely linked.

Travellers to Puerto Rico and the Dominican Republic face no change in the reports reviewed, and the interdiction took place far offshore. For the wider picture, see Puerto Rico and Its Neighbours in the Caribbean and Puerto Rico in Latin America.

What Is Not Known

The Coast Guard’s own press release could not be opened for this article because its website refused the request. The account rests on the Coast Guard video caption published by DVIDS and on El Nuevo Día, EFE via Listín Diario and N Digital, which agree on the main numbers.

The sources do not say where the boat set off from, who organised the trip or whether any smuggler was identified. They also do not say whether the three people held will be charged, or what happened to the seven people who said they were Haitian.

Counts of the missing from the 27 September capsizing vary between reports, so the figure of about a dozen is an approximation. Further Coast Guard statements will show whether crossings continue at this pace.
