New rules boost possibilities for businesses beyond grid-connection allowance for imports, provided controls prevent grid exports and excessive imports.
Türkiye has changed its rules to allow consumers to install batteries with more power than their contracted grid connection. They must still keep grid imports within the agreed limit and install controls to prevent electricity exports, but the ruling should free businesses to supply more power than their contracted grid limit.
The Energy Market Regulatory Authority (EPDK) published the changes on October 19, with immediate effect. Consumers still need approval from their grid operator, and the battery and consumption facility must use the same metering point.
Anyone installing a battery above their contracted power limit must fit automatic power controls and an electricity cut-off system. For businesses, this could allow batteries to supply extra power during short peaks in demand without exceeding the site’s grid import limit.
The change is strictly in battery power, measured in kW or MW, rather than capacity. A separate amendment has also allowed storage paired with license-exempt generation to be installed without an energy-capacity limit in kWh or MWh. Battery power must still remain at or below the generating plant’s electrical capacity, but developers can add more hours of storage.
Separate licensing changes published the same day cover financial guarantees for generation projects with storage. Developers will not receive their guarantees back until the entire generation facility is operating. For refunds relating to individual storage units, the amount will be based on the power of the units that have passed formal acceptance.
The changes come as Türkiye develops a substantial pipeline of wind and solar projects with battery storage. EPDK said in February that it had allocated approximately 33 GW to such projects under legislation introduced in 2022. At that point, 23 projects totaling around 1.07 GW had received generation licenses, with some 208 MW operating.
