BELIZE · SOVEREIGN DEBT
Key Facts
- The country Belize is a Caribbean-coast nation of about 420,000 people between Mexico and Guatemala, and a tourism economy that leans heavily on American visitors.
- What happened Prime Minister John Briceño said Belize’s recent credit rating gains strengthened its position in financing talks with global lenders at the IMF and World Bank meetings in Bangkok.
- The ratings The Belize credit upgrade came as Moody’s raised Belize to B3 from Caa1 on 18 September; S&P kept it at B-minus on 18 August, both stable.
- Why it matters A higher rating signals a lower risk of default on Belize’s debt, which has been restructured several times, and can make new borrowing cheaper.
- The debt Public debt is about 70% of economic output by Moody’s measure and 66.4% by the government’s August figure, and the S&P forecast shows a 2026 deficit.
- The catch B3 is still a speculative grade several steps below investment grade, and fuel prices, hurricanes and scheduled wage increases put pressure on the budget.
Belize’s prime minister says the Belize credit upgrade helped in talks with lenders at the International Monetary Fund (IMF) and World Bank meetings in Bangkok. Moody’s, the New York rating agency, lifted Belize to B3 from Caa1 in September, with a stable outlook.
For US readers it matters because Americans supply about seven in ten of Belize’s overnight visitors, and a US agency insured its 2021 debt deal. Belize has defaulted repeatedly, so a stronger credit standing matters to holders of its debt, travel operators and property buyers alike.
What the Prime Minister Said in Bangkok
Prime Minister John Briceño, who leads the governing People’s United Party, told Love News the ratings gave Belize stronger standing (reported Monday 19 October). The annual meetings of the IMF and the World Bank, the two big global lenders, ran in Bangkok from 12 to 18 October.
His delegation included Economic Transformation Minister Osmond Martínez and Financial Secretary Joseph Waight, the senior civil servant for the budget. Talks with the Inter-American Development Bank and the Caribbean Development Bank covered energy, agriculture and sargassum, the seaweed that fouls Caribbean beaches.
Why Moody’s Lifted Belize to B3
Moody’s raised Belize’s long-term rating to B3 from Caa1 on Friday 18 September and kept the outlook stable. It pointed to lower public debt, growing foreign reserves and a primary surplus, which means the government collected more than it spent before interest.
The surplus was about 1.5% of economic output last fiscal year, and reserves hit US$495 million by July, nearly four months of imports. Major principal payments on the Blue Bond, a 2021 debt deal, start only in 2032, which gives the government time to cut debt.
What S&P Still Worries About
S&P Global Ratings, the other big US rating agency, affirmed Belize at B-minus long-term on Tuesday 18 August, also with a stable outlook. It expects a 2026 deficit of 2.5% of economic output, driven by energy imports, a fuel tax cut, electricity price caps and payroll.
S&P counts wage increases of 4.0% due in October, and the Blue Bond coupon, its interest rate, reaches its 6.04% maximum this year. S&P said it could cut the rating within 12 to 18 months if shocks strain the budget or limit access to official financing.
From Caa3 to B3 in Six Years
In November 2020, at the depth of the pandemic, Moody’s cut Belize to Caa3, and the government then restructured its bonds. Moody’s lifted the rating to Caa1 in October 2024 after debt fell to 70.6% of output at the end of 2023.
The Belize credit upgrade extends that climb, though Moody’s warns hurricanes, dearer fuel or a travel slump could slow progress. Tourism drives the economy, as our guide to Belize’s economy and politics explains.
The US Link Through Debt and Tourism
In November 2021 the US International Development Finance Corporation, a federal agency, insured the US$364 million Blue Bond with US$610 million of political risk insurance. The deal let Belize buy back US$553 million of its debt at a discount and free about US$180 million for marine conservation.
On the travel side, the Belize Tourism Board said Americans made up 69% of overnight arrivals between January and October 2025. That reliance means US travel sentiment, flight links and hurricane damage matter as much to the budget as any rating.
What It Means for You
Investors who hold Belize debt now see two rating agencies with a stable outlook, though both ratings sit in the speculative range. A B3 grade carries real default risk, so the Belize credit upgrade is a better starting point and not a safe harbour.
Travellers and people buying property in Belize face no change in prices or rules from the Belize credit upgrade itself. The practical effect, if any, shows up later through cheaper loans for energy and infrastructure that serve the tourism industry.
What Is Not Known
No lender has announced a new loan, credit line or price for Belize after the Bangkok talks. The prime minister gave no figures for any financing he is seeking.
Public debt is about 70% by Moody’s measure, 66.4% in August by the government’s count and 66% net for 2025 on S&P Global’s count. The next rating reviews, the pace of the fuel price rise and the 2026 hurricane season will decide whether the stable outlooks hold.

Frequently Asked Questions
What is Belize’s credit rating now?
Moody’s rates Belize B3 with a stable outlook after the Belize credit upgrade from Caa1 on 18 September. S&P rates it B-minus with a stable outlook, unchanged since its review on 18 August.
Is Belize investment grade?
No, both ratings are in the speculative range, several steps below investment grade. Investment grade starts at Baa3 for Moody’s and BBB-minus for S&P.
What is the Blue Bond?
The Blue Bond is a US$364 million debt deal from November 2021 that let Belize buy back US$553 million of older debt at a discount. A US agency insured it, and part of the savings funds ocean conservation.
Does the Belize credit upgrade change travel?
Not directly, because the rating does not affect entry rules, flights or prices for visitors. It matters indirectly, since a steadier budget helps the government keep funding airports, roads and tourism services.
