Sheinbaum Ties Ex-Prosecutor to CIA Agents

MEXICO · US RELATIONS · SECURITY

President Claudia Sheinbaum said on Friday 23 October 2026 that Chihuahua’s governor blamed a former state prosecutor for bringing CIA agents into a drug-lab raid. The CIA is the US foreign intelligence agency, and Sheinbaum spoke at her morning press conference in Mexico City.

For US readers it matters because Washington talks of acting against cartels on land, while Mexico prosecutes an official over CIA agents on its soil. The case shows how far Mexico will police any US security work that bypasses the federal government.

What Sheinbaum Said on 23 October

Sheinbaum said Governor Maru Campos told her on Saturday 19 September that former Chihuahua prosecutor César Jáuregui was behind the entry of the CIA agents. When she raised the agents, Campos answered “No fui yo, fue mi exfiscal”, or “It wasn’t me, it was my former prosecutor”, López Doriga reported.

Sheinbaum added that Campos said Jáuregui owned casinos and that this came to light when the prosecutor was moved out of his post. She said she told Campos to file complaints with the competent authorities, replying “Procede”, or “Go ahead”, El Financiero reported.

Sheinbaum also said Federal Attorney General Ernestina Godoy, who leads the FGR prosecutor’s office, was given the same account by Campos. According to Sheinbaum, Godoy was told that the former prosecutor was responsible for the agents’ entry and that corruption had been found.

Two Versions of the CIA Agents Meeting

Campos tells the meeting differently, according to El Financiero. She says it lasted 8 to 10 minutes, that Sheinbaum was defensive, and that the president replied that Campos herself was the one involved.

Sheinbaum said the governor opened the talk at Ciudad Juárez airport by complaining and that both raised their voices. Both women deny any political pact against Jáuregui, which had been widely speculated after his arrest.

The CIA agents dispute matters because Campos belongs to the opposition National Action Party, while Sheinbaum leads the governing Morena party. Jáuregui’s lawyer says the arrest is politically motivated and tied to a quarrel inside the National Action Party in Chihuahua, UnoTV reported on 20 October.

How the CIA Agents Case Reached Federal Court

State and army forces dismantled clandestine drug labs near El Pinal, in Morelos municipality in Chihuahua’s Sierra Tarahumara, between 17 and 19 April 2026. A vehicle returning from the operation fell into a ravine early on Sunday 19 April, and four people died, including two Americans.

Mexican media and officials have described the two Americans as CIA officers, but the CIA has made no public statement on them. Jáuregui resigned on 27 April and was arrested by state officers on Saturday 17 October.

A federal judge ordered him held in pretrial detention on the federal treason charge in the early hours of Wednesday 21 October, Zeta Tijuana reported. The hearing that decides whether he goes to trial is set for Saturday 24 October, after his defence won a longer deadline.

Federal prosecutors say the CIA agents accompanied the state group without federal authorization and that their presence was not reported to superiors. A state judge in Chihuahua separately let one state charge go forward on Thursday 22 October, as described in the court ruling report.

Trump’s Land Warning and Mexico’s Line

On Thursday 15 October Trump told a White House lunch that the cartels control Mexico and that operations against them will continue, Por Esto reported. He said he has not yet launched a full ground attack, as described in the report on his remarks.

Vanguardia columnist Raymundo Riva Palacio argued on 23 October that the April operation already counts as the first US action on the ground. That is his opinion, and no US or Mexican official has announced a US ground offensive.

Sheinbaum has rejected US military operations on Mexican soil as a violation of sovereignty while keeping security cooperation, Por Esto reported. Our earlier report on the leaked names of the two dead officers covers how the identities came out.

What Prediction Markets Say

Polymarket gave Sheinbaum a 5.0% chance of leaving office by 31 December 2026 at 5:30 p.m. ET on Friday 23 October, up 0.4 points. That market has traded about US$292,000 in total, so the price is a thin signal and not a forecast.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for US Readers

US agencies that work with Mexican state police, including any CIA agents, now face a federal prosecutor who treats unreported cooperation as a possible crime. The federal case rests on Mexico’s National Security Law, which requires foreign agents’ field work to be reported to federal authorities, Vanguardia reported.

Chihuahua, home to many US-owned factories in Ciudad Juárez, sits at the centre of the case. Sheinbaum has said she rejects US military operations on Mexican soil while keeping security cooperation, Por Esto reported.

What Is Not Known

It is not known whether the federal judge will send Jáuregui to trial on Saturday 24 October. Jáuregui is presumed innocent, and his lawyer argues that nothing shows he knew the Americans would join the raid.

Neither the CIA nor the US government has said publicly who the two Americans worked for or what the CIA agents were doing in Chihuahua. It is also open whether any further US operation on Mexican soil is planned.

Frequently Asked Questions

What did Sheinbaum say about the CIA agents on 23 October?

She said Governor Maru Campos told her that former prosecutor César Jáuregui was responsible for the agents’ entry into Chihuahua. Campos has given a different account of the same meeting.

Who is César Jáuregui?

He is the former attorney general of Chihuahua, a northern Mexican state that borders Texas and New Mexico. He resigned on 27 April and is held on a federal treason charge that his lawyer calls political.

Have US troops started operations in Mexico?

No US or Mexican official has announced a US military ground operation in Mexico. A Vanguardia columnist argues that the April CIA presence was the first such action, which is his opinion.

Why does this case matter to the United States?

It tests how far Mexico will let CIA agents work with state police without federal approval. It also comes as Trump says operations against the cartels will continue.

What happens next in the case?

A federal judge is due to decide on Saturday 24 October whether Jáuregui is sent to trial for treason. His defence has said it will appeal the separate state ruling of 22 October.
