The NCA is a sound foundation for achieving lasting peace and serves as a gateway to the peace process. Therefore, all stakeholders should have the courage and determination to pursue the path of dialogue for national reconciliation through the NCA.
The essence of the NCA is to build a Union based on democracy and a federal system, with full guarantees for democracy, national equality and the rights to self-determination, in accordance with the outcomes of political dialogue and in line with the Union spirit founded on liberty, equality and justice, while upholding Our Three Main National Causes. Ethnic armed organizations and all relevant stakeholders need to understand and appreciate the essence of the NCA and cooperate responsibly to fulfil the genuine aspirations of the State and the people.
The Government is making concerted efforts to achieve lasting peace so that the people can live in peace, prosperity and happiness. Peace is something everyone cherishes. The people of all nationalities have come to expect and hope for peace more than ever before and have become increasingly interested in the peace process. The fact that people are forced to abandon their homes and live elsewhere due to armed insurgent groups is a consequence of the absence of peace. Therefore, the Government and the Tatmadaw are working to establish lasting peace out of their desire for peace, with the aim of fully fulfilling the aspirations of the people.
The NCA was not drafted by any one individual or a single organization. Rather, it is a historic agreement that was reached, signed and agreed upon through consecutive discussions and negotiations among the State Government, the Hluttaw, the Tatmadaw and ethnic armed organizations, based on the aspirations and proposals of the ethnic armed organizations.
As the NCA is a commitment and agreement that provides guarantees between ethnic armed organizations and the Government, it is a historic agreement endorsed by the Pyidaungsu Hluttaw as a Union Accord and remains valid under any circumstances. Therefore, the Government and the Tatmadaw are making every possible effort to implement the agreements contained in the NCA, giving them due priority to achieve lasting peace.

With a view to ensuring stability, peace and development in the socioeconomic lives of local people suffering losses and hardships due to armed conflicts, the time has come for all relevant organizations to act with awareness and vigilance, and pursue the NCA path, the gateway to lasting peace, to achieve a nationwide ceasefire.
