The Capital Development Authority (CDA) has ordered immediate action to recover 898 kanals of government land in Islamabad’s Mouza Shah Allah Ditta that was acquired for a landfill and controlled dumping site but is allegedly under illegal occupation.
Member Estate CDA Muhammad Zaman Wattoo has directed officials to submit an updated report on the authority’s physical possession of the land and identify those responsible for failing to protect the government property.
The instructions were issued in an official letter dated October 15, 2026, following a communication from the National Accountability Bureau (NAB), Islamabad/Rawalpindi Region, dated October 8.
According to the CDA letter, NAB had raised concerns over a complaint alleging illegal encroachment on CDA land in Shah Allah Ditta involving authority officers, officials and other parties.
CDA directs officials to recover occupied land
Wattoo has instructed the Deputy Commissioner CDA to coordinate with the relevant departments and take immediate steps to retrieve the land and prevent further unauthorized occupation.
Officials have also been directed to determine responsibility for the alleged encroachment and identify revenue officers and other personnel who may have failed to fulfill their duties in protecting the property.
The authority is seeking an updated account of the land’s physical possession as it moves to address the alleged occupation of the site designated for a landfill and controlled dumping facility.
The CDA’s directions follow NAB’s communication concerning the complaint. The allegations remain subject to the relevant inquiry and have not, on the information provided, been established as findings of wrongdoing.
