The Narcotics Control Bureau (NCB) has busted two clandestine synthetic drug-manufacturing laboratories in Uttar Pradesh’s Greater Noida and arrested two accused persons. The facilities were being operated from rented premises.
The accused have been identified as Destiny Abraham Dumbiri, who claimed to be Nigerian national, and Lallawmzuali alias, Olivia Lalchawimawii, a resident of Mizoram.
Congratulating the NCB, Union Home Minister Amit Shah said on social media platform X: “A major milestone has been achieved with the busting of two clandestine drug laboratories in Greater Noida, Uttar Pradesh. The operation led to the seizure of huge quantities of synthetic drugs, drug precursors and equipment, and the arrest of two individuals, including one foreign national.”
“It is a remarkable example of intelligence-led enforcement and a testament to our unwavering commitment to dismantling drug cartels before December 2029, in line with the Vision Document on Narcotics Control 2026-2029, adopted under Modi Ji’s Mission for Nashamukt Bharat,” he said.
According to the agency, the laboratories were located in Jahanabad Kadalpur village of Gautam Buddha Nagar in Uttar Pradesh. During searches, the NCB seized 379.74 kg of amphetamine-containing material, including 4.26 kg crystalline, 157.70 kg semi-crystalline and 217.78 kg liquid material, besides 10 kg of pseudoephedrine.
“The recovered crystalline and semi-crystalline material is estimated to yield approximately 56 kg of finished crystalline amphetamine, with an indicative illicit market value of about ₹45 crore,” said the NCB, adding that the seizure included large quantities of chemicals such as hydrochloric acid, acetone, toluene, sulphuric acid, potassium permanganate, etc., which are used for the manufacture of methamphetamine.
The NCB said immigration records established that Dumbiri had entered India in January 2020 under the name Francis Kalokoh, a Sierra Leone national, on a tourist visa valid until December 2020. “The use of multiple identities by drug traffickers to mislead enforcement agencies is a significant challenge and is being examined in this investigation,” it said.
Olivia was previously arrested in a case investigated by the Directorate of Revenue Intelligence (DRI) involving the seizure of 313 gm of heroin-containing powder allegedly from her checked-in baggage at Dabolim Airport in Goa, in March 2026. She is currently out on bail.
In October 2024, the NCB had busted a similar laboratory in the Kasna Industrial Area of Gautam Buddha Nagar and seized about 95.50 kg of synthetic drugs in solid and liquid forms. That investigation revealed suspected links with the Mexican drug cartel Cártel de Jalisco Nueva Generación (CJNG). Five persons, including a Mexican national, were arrested in that case.
The NCB appealed to landlords, property dealers, housing societies, resident welfare associations, and security personnel to report credible concerns. These include unusual chemical odours; frequent movement or unexplained storage of chemical drums or laboratory equipment; and suspicious storage or disposal of chemical waste to the National Narcotics Helpline MANAS: 1933.
