Lahore residents must build protective walls at least 3.5 feet high on rooftops by December 31, 2026, ahead of Basant celebrations scheduled for March 12-14, 2027, Punjab Home Secretary Dr. Ahmed Javed Qazi said.
Speaking at a meeting on festival safety, Qazi said authorities would prohibit kite flying on unsafe rooftops and buildings. Property owners must also repair roofs, parapets and stairways at approved locations before the deadline.
The Lahore deputy commissioner will inspect older buildings and ban kite flying at properties that fail safety checks. Officials can also seal buildings if owners violate the instructions or relevant laws.
Property owners must ensure their rooftops are structurally safe and protect nearby electricity wires before the festival. Meanwhile, Lahore City Traffic Police will install safety rods free of charge on more than two million motorcycles.
Authorities will monitor the manufacture, transportation and sale of kites and strings to ensure compliance with prescribed limits. Kite flying will remain prohibited outside the three approved dates.
Violators face up to five years in prison and a fine of Rs. 2 million, according to the Punjab Home Department. Residents can report unsafe or illegal activities to emergency helpline 15.
