Romania has so far received EUR 13.27 billion under the RRF: EUR 8.95 billion in grants and EUR 4.32 billion in loans. The sum includes the EUR 301 million received on October 9 for targets and milestones under the third disbursement request, which was cleared with a delay.
Of the EUR 1.65 billion in grants requested under the fifth payment request, around EUR 1.4 billion has already been cleared, interim investment and European projects minister Dragoș Pîslaru said, as reported by Economica.net.
However, around EUR 900 million of the EUR 2.58 billion in grants requested under the sixth payment request is at risk due to unmet milestones, including the wage law for the public sector and missed decarbonisation targets.
"This means that, from the two payment requests, we are looking at EUR 4.23 billion that we would still need to collect to raise the PNRR completion rate from the current 66% absorption rate for grants to over 90%, as we estimated," minister Pîslaru said.
This remains feasible, he added, but depends heavily on the response from ministries, agencies and other authorities, which need to provide the required documents to the Commission.
"To understand the timetable for payment request 6, it is very important to note that, around November 6, the Commission wants to conclude its assessment of payment request 6 and meet the deadline set by the regulation. In short, in the legislative area, this would mean that the Commission could make its final decision on November 20, allowing payment to be made in December," Pîslaru explained.
