Dibrugarh, Oct 14: Assam’s new Legislative Assembly complex in Dibrugarh is expected to take around 30 months to complete, with Chief Minister Himanta Biswa Sarma noting that the city’s four-month spell of intense rainfall could affect the pace of construction.
Reviewing the project on Wednesday, the second day of his two-day visit to the state’s second capital, Sarma said around 20% of the piling work has been completed and the boundary wall too has been constructed.
“The project is expected to take around 30 months, but Dibrugarh experiences considerable rainfall for nearly four months a year, which could affect the pace of construction,” he told the press.
The proposed Assembly complex, being built at an estimated cost of Rs 284 crore, is designed to accommodate up to 200 legislators.
In July, Assam Legislative Assembly Speaker Ranjit Kumar Dass, during an inspection of the construction site at Khanikar, had described the project as the “centrepiece” of the state government’s plan to develop Dibrugarh as Assam’s second capital.
The complex is also expected to incorporate Dibrugarh’s cultural heritage and architectural identity, with dedicated spaces to honour eminent personalities associated with the city.
During the visit, Sarma also reviewed the renovation and construction work at Khanikar Stadium, where concerns had been raised over the accessibility of the gallery stairs and the quality of equipment installed in the bathrooms.
After being apprised of the issues, the Chief Minister climbed the gallery stairs himself to assess the concerns. He said the work is still underway and corrections could be made before completion.
“The work is not yet complete, so there is still scope for correction,” he said.
In May 2025, following a Cabinet meeting in Dergaon, Sarma had outlined plans to transform the existing stadium into a 35,000-capacity arena, making it 10,000 seats larger than Guwahati’s Sarusajai Stadium.
The project was envisaged with an investment of Rs 209 crore.
The two-day visit comes amid efforts to strengthen Dibrugarh’s role as a key administrative and sports hub in Upper Assam.
