Key Facts

—The country Peru, a major copper exporter, voted for mayors and regional governors on Sunday 4 October. Lima, the capital, has no runoff: the list with most votes wins.
—Why it matters The narrow race for the capital pits conservative Rafael López Aliaga’s party against Francis Allison’s. A legal fight over whether López Aliaga may take office again is building.
—Why now Special electoral courts begin public vote recounts on Monday 12 October, and a jury adviser has signalled the López Aliaga question may wait until January.
—What happened The National Elections Jury (JNE) lists 119 recount hearings from Monday 12 to Friday 16 October. The first starts at 8:30 a.m. Lima time (9:30 a.m. ET).
—The numbers With 92.919% of Lima tally sheets counted, Renovación Popular has 27.714% and Avanza País 26.833%, a gap of 0.881 points.
—What it means for you Nothing changes for visitors. City services run as normal while courts finish the count. The new city government takes office in January 2027.
—Still open Whether the recounts move the Lima result, and whether the jury hands López Aliaga the credentials to serve as mayor.
—Prediction markets Polymarket gives López Aliaga an 80% chance of winning the Lima mayor race, down from about 97% a week earlier (12 October, 2:28 a.m. ET).

Peru’s electoral courts start recounting disputed ballots on Monday 12 October, eight days after local elections. The recounts come as the race for Lima mayor stays too close to call. For foreign readers, the capital’s result also tests whether Peru’s ban on re-electing mayors can be sidestepped.

The National Elections Jury (JNE), Peru’s electoral court, lists 119 public recount hearings for the week on its website. The first is set for 8:30 a.m. at the court for southern Lima, on a polling table in Villa El Salvador. More hearings follow in Callao, Cusco, Ayacucho, Puno and Piura.

Correo reported on Sunday that 105 hearings had been scheduled by midday. The number grew overnight. The hearings are streamed on the JNE’s website and its TV channel.

Why the Lima Mayor Count Is Not Finished

The Lima Metropolitan count is the one most watched abroad. With 92.919% of the 26,351 tally sheets counted, the Renovación Popular list had 27.714% of valid votes on Sunday morning, Trome and Gestión reported. Avanza País, whose candidate is Francis Allison, had 26.833%.

Renovación Popular is the conservative party led by López Aliaga, who won the Lima mayoralty in 2022. Allison is a former mayor of the Lima district of Magdalena del Mar.

The rest of the sheets went to the special electoral courts, known as JEE. On 9 October the electoral office ONPE said 1,886 Lima sheets were still awaiting a ruling. Courts first compare each sheet with their own copy. Only when that fails do they order a recount.

Nationwide, the courts reviewed 6,964 flagged sheets and sent 421 to recount, Gestión reported on Saturday, citing a JNE statement. Another 70 were reported lost or destroyed. Jury president Roberto Burneo said recounts must end by 28 October.

The JNE schedule does not say whether any of this week’s hearings concern the capital’s mayoral race. Fifteen are before the Lima Centro court, with no polling table listed.

The Credentials Question

The bigger dispute is legal. Peru’s Constitution bars mayors from immediate re-election. López Aliaga is registered on his party’s list as first councillor, not as the candidate for mayor.

“Running is prohibited, but being is not,” he told reporters on election night, Trome reported. “I am not running for mayor.”

On Sunday, Jorge Valdivia, who coordinates the JNE’s advisers, told Ojo Público that the courts would proclaim winners for the posts they ran for. The new council would then apply the municipalities law and ask the jury for credentials, he said. That points to January 2027, when councils take office.

Fernando Tuesta, a former ONPE chief and electoral expert, told La República the jury was “postponing” and “evading” a decision it should have made earlier. With no mayor, the first councillor would normally step in, he said, but the jury cannot give credentials to someone who is barred.

Ojo Público reported that Renovación Popular does not rule out a constitutional complaint against jury members. Allison has said he can still overturn a gap of less than one point. “We are fighting vote by vote,” he said, Trome reported, adding that he will accept the result.

What It Means for You

For travellers and residents, nothing changes this week. Lima’s city government keeps running, and the hearings are public court sessions, not street events.

For investors, the question is institutional. Peru has held national and local votes in 2026, and runoffs for regional governor are due on 6 December. A clear, lawful outcome in the capital would remove one source of dispute.

The risk runs the other way too. If the jury leaves the credentials decision to January, the capital could start 2027 with a legal fight over who is its mayor.

What Is Not Known

It is not known how many of the flagged Lima sheets will be recounted, or whose votes they hold. Burneo has said results could be proclaimed in the first week of November. Ojo Público reports mid-November.

It is also unclear whether the jury will rule directly on López Aliaga’s eligibility, or leave it to the new council. No formal JNE decision on that question has been published.

What Prediction Markets Say

On Polymarket, bets on the “Lima Mayoral Election Winner” gave López Aliaga an 80% chance at 2:28 a.m. ET on 12 October. That is down about nine points in a day and 17 points in a week. Allison stood at 4%. About US$525,000 has been traded on the market.

On Kalshi, which is regulated in the US by the CFTC, López Aliaga last traded at 84% and Allison at 15%, with about 25,500 contracts traded on López Aliaga.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.
