Missile War Monitor: Ukraine has run out of Patriot interceptors, CNN reports, after no ballistic missile was downed overnight

Ukraine has run out of missiles for the US-made Patriot air defence system, leaving it more vulnerable to Russian ballistic missile attack, a source familiar with the situation told CNN. Almost all the ballistic missiles from the last Russian strike were not intercepted for want of interceptors, the same source said. THE SOURCE IS UNNAMED. CNN PUBLISHED THE REPORT ON OCTOBER 15 AND HAS UPDATED IT SINCE. NO UKRAINIAN OFFICIAL HAS CONFIRMED A COMPLETE EXHAUSTION. BEN'S CLIP IS THE PAGE TEXT AND CARRIES NO URL, SO NO LINK IS GIVEN.

That is consistent with Ukraine's air force, which said no ballistic missile was shot down in the overnight attack of October 16-17 set out below. The shortage is not new, though: Ukraine's Patriot interceptors have run out around the middle of almost every month since at least early summer, because the US ships PAC-2 and PAC-3 rounds in small batches of roughly five to 15 as they are produced, the reporter Christopher Miller wrote on X. ON THAT READING THE SENTENCE 'UKRAINE IS OUT OF PATRIOT MISSILES' COULD BE WRITTEN IN ALMOST ANY MONTH. THE CNN REPORT AND THE MILLER POST ARE NOT RECONCILED HERE; BOTH ARE PRINTED. MILLER'S OUTLET IS NOT GIVEN IN THE CLIP.

A drone attack set fire to an industrial facility in Russia's main oil-producing region of Khanty-Mansi, Governor Ruslan Kukharuk said on October 16.

Kukharuk did not name the facility in the Surgut district or say who attacked, and said specialists were assessing the damage, Interfax reported. Ukrainian monitoring channels and residents identified it as the Surgut Condensate Stabilisation Plant of Gazprom Pererabotka, Russia's largest plant processing a mix of crude oil and gas condensate with a design capacity of 12mn tonnes a year, The Moscow Times reported. The region accounts for around 40% of Russia's oil output, and this was the first strike on its energy infrastructure, according to the same report. THE PLANT IS NOT OFFICIALLY NAMED. A FIRE IS REPORTED; NO HALT IS REPORTED. NO UKRAINIAN CLAIM WAS FOUND.

Rosneft's Ryazan refinery halted its main AT-6 crude distillation unit after it was damaged and caught fire in the October 15 attack, while three other primary units kept running, Reuters reported, citing two industry sources.

Russia fired Iskander-M and KN-23 ballistic missiles, Kh-22 and Kh-32 cruise missiles, four Kalibr missiles and 332 drones at Ukraine overnight on October 16-17, and air defences downed the four Kalibrs and 289 drones but no ballistic missile, Ukraine's Air Force said, UA.News reported. Vinnytsia lost power overnight and its critical infrastructure ran on backup power, Mayor Serhiy Morhunov said, UA.News reported. AIR FORCE CLAIM. THE NUMBER OF BALLISTIC AND KH-22/32 MISSILES LAUNCHED WAS NOT GIVEN IN ANY REPORT FOUND.

Russia's defence ministry said it destroyed 610 Ukrainian fixed-wing drones over 12 regions, the Moscow region, Khanty-Mansi, Krasnodar, Crimea and the Black Sea overnight, Moscow 24 reported. RUSSIAN DEFENCE MINISTRY CLAIM. THE RUSSIAN SIDE OF THE NIGHT OF OCTOBER 16-17 IS ONLY PARTLY REPORTED AT THE TIME OF WRITING.

Bulgaria has asked Nato for combat aircraft and anti-drone systems after a string of drone attacks on merchant ships off its coast, Defence Minister Dimitar Stoyanov said on October 16. "We are awaiting their decision," he said, Reuters reported.

Refinery strikes

Ryazan region: the AT-6 unit was halted after being damaged and catching fire, while the AVT-1, AVT-3 and AVT-4 units were still running and could cover for it, and pipelines and pipe racks were also damaged, Reuters reported, citing two industry sources. The AT-6 had also been halted after a strike on September 6, The Moscow Times Russian service reported. THIS UPDATES THE OCTOBER 16 EDITION, WHICH REPORTED A FIRE AND NO UNITS HIT. THE PLANT IS NOW LOGGED AS PARTLY OPERATING, NOT HALTED. HOW LONG THE AT-6 WILL BE DOWN IS NOT REPORTED.

Khanty-Mansi region: drone attack alerts were issued at 11:53 and 15:20 local time on October 16, and the Surgut, Kogalym, Sovetsky and Uray airports were restricted, 45.ru reported. The Surgut plant processes condensate rather than crude, so it sits outside the refinery totals below. NO CASUALTIES WERE REPORTED. NO GAZPROM COMMENT WAS FOUND.

Plants reported halted or cut so far in October account for about 14.8mn tonnes a year, or 5% of Russia's 327mn tonnes nameplate capacity, by IntelliNews' refinery ledger, and up to 145.8mn tonnes, or 45%, if halts reported earlier still hold. Deputy Prime Minister Alexander Novak put capacity under repair at about 10% in early September. THE UPPER BOUND FALLS FROM 162.9MN T/Y (50%) BECAUSE RYAZAN'S EARLIER FULL HALT NO LONGER HOLDS. THE OCTOBER FIGURE DOES NOT INCLUDE THE RYAZAN AT-6 CUT, WHOSE CAPACITY IS NOT REPORTED.

Metal plants hit

Kryvyi Rih: Russia's defence ministry said it struck a metallurgical plant it described as the largest in Ukraine's metals industry and a supplier to the defence industry, in the overnight attack of October 16-17. RUSSIAN DEFENCE MINISTRY CLAIM, READ IN BEN'S CLIPS VIA A RUSSIAN MONITORING CHANNEL. THE PLANT IS NOT NAMED. NO UKRAINIAN CONFIRMATION WAS FOUND: UKRAINIAN REPORTS RECORD AIR ALERTS AND BALLISTIC TRACKS TOWARDS KRYVYI RIH THAT NIGHT, NOT A CONFIRMED STRIKE ON A PLANT.

Zaporizhzhia: the same statement claimed strikes on Zaporizhstal, one of Ukraine's largest steelworks and part of Rinat Akhmetov's SCM group, which it put at up to 1.44mn tonnes of pig iron and more than 1.3mn tonnes of rolled steel a year, and on Zaporozhtransformator, a maker of 220-750 kV oil-filled power transformers that it said has been under Ukrainian defence ministry control since 2022. RUSSIAN DEFENCE MINISTRY CLAIM. NO UKRAINIAN CONFIRMATION. THE CAPACITY AND CONTROL FIGURES ARE THE MINISTRY'S OWN. UKRAINIAN REPORTS OF THE SAME MORNING IN ZAPORIZHZHIA DESCRIBE MISSILES LANDING IN AN OPEN AREA AMONG RESIDENTIAL BLOCKS RATHER THAN AN INDUSTRIAL SITE; THE TWO ACCOUNTS ARE NOT RECONCILED.

Oil depots, factories and military targets in Russia

Nationwide: the defence ministry said 47 drones were destroyed between 08:00 and 20:00 Moscow time on October 16 over five regions, Perm, Tatarstan and Khanty-Mansi, Interfax reported. Kazan, Nizhnekamsk and Bugulma airports suspended operations, AiF reported. RUSSIAN DEFENCE MINISTRY CLAIM.

Moscow: Mayor Sergei Sobyanin said 69 drones flying at the capital had been downed since midnight on October 17, News.ru reported. A HIGHER FIGURE OF 75 APPEARS IN AN AGGREGATOR AND A HEADLINE; NOT ESTABLISHED. FLIGHT DISRUPTION FOR THIS NIGHT WAS NOT FOUND.

Moscow, update: Sobyanin said 94 drones were downed on the night of October 15-16, and almost 160 flights were delayed or cancelled, 79 of them at Sheremetyevo and 66 at Vnukovo, Meduza reported. The four Moscow airports were closed for a combined 101 hours in the first 14 days of October, against 46 hours in all of September, Agentstvo calculated, according to the same report. THIS UPDATES THE OCTOBER 16 EDITION, WHICH HAD 59 BY 00:45. MEDUZA'S HEADLINE SAYS ALMOST 200 FLIGHTS AND OTHER OUTLETS MORE THAN 200 - NOT RECONCILED.

Airports campaign: Ukraine is preparing to escalate its campaign against Russian airports with AI-guided drones under a plan codenamed "M&Ms", The Atlantic reported, as carried by Meduza. Zelenskiy has not approved the more aggressive version, according to the report. AN ATLANTIC M&MS STORY WAS ALREADY REPORTED IN AUGUST (EUROMAIDAN PRESS); THIS IS A FOLLOW-UP, NOT A NEW REVELATION.

Krasnodar region: Ukraine's General Staff said its forces hit a Nebo-U long-range radar at Magri, valued at about $100mn, causing a fire, as well as two radars and an electronic warfare station in the Bryansk region and two telecoms towers near Olenivka in occupied Crimea, LB.ua reported. UKRAINIAN GENERAL STAFF CLAIM. NO RUSSIAN CONFIRMATION FOUND.

Rostov region: Governor Yuri Slyusar said more than 20 drones were shot down overnight and debris set fire to a car-repair shop in Kamensk-Shakhtinsky, which was put out, according to a roundup by ptoday.ru. AGGREGATOR ONLY; THE GOVERNOR'S POST WAS NOT READ.

Occupied Luhansk: the driver of a minibus was killed and 10 passengers were injured, Russian-installed leader Leonid Pasechnik said, according to the same roundup. RUSSIAN-SIDE CLAIM. WHO STRUCK THE MINIBUS IS NOT INDEPENDENTLY ESTABLISHED.

Elsewhere: Voronezh, Tula and Leningrad regional governors reported 14, 18 and two drones downed respectively, with no damage, according to the same roundup.

Borisoglebsk: the weapon used in the strike on the Voronezh region air base, in which Zelenskiy said four Su-34s were destroyed and two hit against a General Staff tally of six, is Ukraine's Long Neptune, Zelenskiy confirmed, after it was initially reported as Flamingo cruise missiles. The Long Neptune is described as Ukraine's most accurate missile, costing about $1.5mn each with a 1,000 km range and a 150 kg warhead. THIS CLOSES THE WEAPON QUESTION LEFT UNRECONCILED SINCE OCTOBER 15, WHEN THE NAVY SAID NEPTUNE AND RUSSIAN MONITORING CHANNELS SAID FLAMINGO. THE CONFIRMATION IS REPORTED BY A MAPPING ACCOUNT IN BEN'S CLIPS CITING ZELENSKIY, NOT READ FROM A PRESIDENCY TEXT. THE EXISTING LEDGER ROW IS AMENDED, NOT DUPLICATED. THE AIRCRAFT COUNT OF SIX IS UNCHANGED.

Russian airspace: Russia temporarily restricted arrivals and departures at 27 airports during the drone attack of October 15-16, including all four Moscow airports, with more than 200 flights cancelled or delayed by morning, Euromaidan Press reported, citing Deutsche Welle. Russia's defence ministry claimed air defences destroyed 644 Ukrainian drones across 26 regions, occupied Crimea and the Black Sea between 20:00 on October 15 and 08:00 on October 16. Air defences downed 94 drones approaching Moscow, 75 over the Kaluga region and 32 over the Tula region, according to the mayor and the two governors. All four Moscow airports have shut simultaneously at least 19 times this year. RUSSIAN DEFENCE MINISTRY AND REGIONAL CLAIMS. UKRAINE HAS NOT COMMENTED ON ITS INVOLVEMENT. PASS 1 CARRIED THE MOSCOW AND ST PETERSBURG CLOSURES AND THE AGENTSTVO HOURS; THE 27-AIRPORT AND 644-DRONE FIGURES ARE NEW HERE. Ukraine spent months preparing this campaign to close Russian airspace and it has now started, The Atlantic's Simon Shuster wrote, putting almost 200 flights cancelled or delayed in one day. PASS 1 RECORDED THE ATLANTIC AS NOT REACHED; BEN'S CLIP SUPPLIES THE URL, NOW LINKED, BUT THE ARTICLE ITSELF STILL HAS NOT BEEN READ AND ONLY SHUSTER'S OWN SUMMARY OF IT IS USED. THE FLIGHT FIGURE MATCHES THE DEUTSCHE WELLE COUNT ALREADY PRINTED.

Vladimir: a drone tried to attack a heating infrastructure facility in the city of Vladimir overnight on October 15-16 and the attack was stopped, with minor damage and no casualties reported, Governor Alexander Avdeyev said, Euromaidan Press reported. REGIONAL GOVERNOR'S ACCOUNT. NO UKRAINIAN CLAIM.

Ukraine under fire

Nationwide: Russia launched 315 drones, 78 of them jet-powered, and 15 Banderol missiles between 07:00 and 19:00 on October 16, and 253 drones and nine Banderols were downed, the Air Force said, Ukrinform reported. For the night of October 15-16 it reported 149 drones launched and 114 downed, with 24 locations hit, Ukrinform reported. Ukrenergo said hourly household outages of one to 2.5 stages would apply in some regions on October 17, with limits on industry in all regions, UA.News reported. AIR FORCE CLAIMS. THE OCTOBER 15-16 TALLY WAS NOT AVAILABLE FOR THE OCTOBER 16 EDITION.

Ten people were taken to hospital, Governor Oleh Syniehubov said, Ukrinform reported. Banderol missiles hit a high-rise building in the evening and nine people were injured, UA.News reported. THE MORNING CASUALTY COUNT VARIES BY UPDATE (16, 17 AND 19 AFFECTED). 112.UA PUT THE OUTAGE AT 180,000, CITING UATV - NOT RECONCILED. THE EVENING FIGURE OF NINE IS NOT RECONCILED WITH A HEADLINE OF 15; NO OFFICIAL SOURCE WAS READ.

Sumy: a drone hit a shopping centre in the city centre, injuring three people, the State Emergency Service said, the Kyiv Post reported.

Volyn region: a drone hit the customs terminal in Kovel, setting about 10 trucks on fire and injuring one person, regional head Roman Romaniuk said, Ukrinform reported. An enterprise with foreign investment in Lutsk was hit again, and a strike on the premises of Agrofukt in Manevychi killed one person and injured eight, Interfax-Ukraine reported. THE MANEVYCHI FIGURES UPDATE THE OCTOBER 16 EDITION (TWO INJURED, FIVE UNACCOUNTED FOR); THE TIME OF THAT STRIKE IS NOT ESTABLISHED. AMENDED IN PASS 2: THE LUTSK SITE IS NAMED IN BEN'S CLIPS AS THE GERMAN-OWNED KROMBERG & SCHUBERT PLANT, WHICH MAKES AUTOMOTIVE CABLE SYSTEMS AND COMPONENTS FOR VOLKSWAGEN, AUDI, BMW, MERCEDES-BENZ AND PORSCHE, AND WHICH TWO RUSSIAN CHANNELS SAY WAS STRUCK THREE TIMES BY DRONES ON OCTOBER 16. THE SAME GROUP'S ZHYTOMYR PLANT WAS REPORTED TARGETED IN LATE SEPTEMBER. THE NAMING AND THE STRIKE COUNT ARE RUSSIAN-CHANNEL CLAIMS; THE COMPANY HAS NOT COMMENTED AND NO UKRAINIAN SOURCE NAMES THE PLANT. THE ROW IS AMENDED, NOT DUPLICATED.

Dnipropetrovsk region: Russia struck the region more than 30 times with drones, artillery and guided bombs on October 16, killing two people and injuring six, Governor Oleksandr Hanzha said, the Kyiv Post reported. Bomb disposal teams removed an unexploded Geran-4 warhead lodged on a power line about 60 metres above the ground, according to the same report.

Grid: the winter outlook is "somewhat worse" because thermal plants being readied for winter were hit, but "not critical", the Energy Reform group said, Interfax-Ukraine reported. Russia is increasingly targeting the substations that carry power from nuclear plants, as IntelliNews reported.

Kharkiv: Russian missiles hit the Nemyshlianskyi district on the evening of October 16, injuring 15 people including three children, damaging residential high-rises and setting a commercial warehouse alight over about 100 sq m, the State Emergency Service said, the Kyiv Post reported. Four separate fires were put out overnight. THIS IS A SEPARATE EVENT FROM THE KHARKIV MARKET STRIKE RECORDED IN PASS 1.

Zaporizhzhia: several missiles struck shortly after 04:30 on October 17, landing in an open area surrounded by residential blocks, injuring at least two people, damaging three residential buildings and setting parked vehicles on fire, regional military administration head Ivan Fedorov said, the Kyiv Post reported.

Kherson: a Russian KAB glide bomb hit a residential apartment building overnight, killing at least one civilian and injuring 12, with seven or more further glide bombs striking other targets in the city. THE ACCOUNT IS A UKRAINIAN MONITORING ACCOUNT IN BEN'S CLIPS, NOT AN OFFICIAL SOURCE. NO REGIONAL ADMINISTRATION OR EMERGENCY SERVICE FIGURE WAS FOUND.

Zhytomyr: Shahed drones struck the city's 330 kV substation overnight, blacking out the regional centre completely, according to a Russian monitoring channel, and Russia's defence ministry separately claimed a strike on a Zhytomyr electrical substation distributing power from western to central Ukraine. RUSSIAN CLAIMS ONLY, AND THE TWO ARE THE SAME CLAIM RESTATED, NOT TWO SOURCES. NO UKRAINIAN CONFIRMATION OF A FULL CITY BLACKOUT WAS FOUND. PASS 1 CARRIED THE VINNYTSIA OUTAGE, WHICH IS CONFIRMED BY ITS MAYOR AND IS A DIFFERENT CITY.

Kyiv: the city military administration declared a red-level alert as loitering munitions approached from the north and told residents to stay in shelters until interception ended, the Kyiv Post reported.

Nationwide: air-raid alerts covered at least 15 of Ukraine's regions at every one of about 50 checks over 18 hours to October 16, and 23 regions at one point, according to a reader who said he counted them on the public alert map. THIS IS ONE PERSON'S OWN TALLY IN BEN'S CLIPS, NOT AN OFFICIAL FIGURE, AND IS PRINTED ONLY AS AN INDICATION OF SPREAD.

Western Ukraine: Russia hit a large number of targets across western Ukraine with jet-powered drones over the 24 hours to October 17, according to an open-source analyst's approximate mapping of the campaign. AN OSINT MAP WITH NO TARGET LIST, NO FIGURES AND A TELEGRAM CHANNEL AS ITS SOURCE. PRINTED ONLY AS CORROBORATION OF THE WESTWARD SHIFT ALREADY EVIDENCED BY THE LUTSK, KOVEL, ZHYTOMYR AND VINNYTSIA ITEMS, WHICH ARE SEPARATELY SOURCED.

Polish border: waits at Polish-Ukrainian crossings reached nearly 40 hours at Dorohusk, more than 24 hours at Hrebenne and eight hours at Zosin, as repeated air-raid alerts in Ukraine and what Polish officials called Russian actions near the crossings periodically suspended the processing of freight, cars and buses, Polish Radio reported. READ VIA A RUSSIAN MONITORING CHANNEL IN BEN'S CLIPS, NOT FROM POLISH RADIO DIRECTLY. NO LEDGER ROW: THIS IS A KNOCK-ON EFFECT ON LOGISTICS, NOT A STRIKE.

Data centres, telecoms, media and R&D

Ukraine: no new Russian strike on a data centre, telecoms operator, broadcaster or research site in Ukraine was reported for October 16 or the night of October 16-17 at the time of writing.

Russia: Chief of the General Staff Valery Gerasimov told President Vladimir Putin that Russian forces are targeting Ukraine's bridges, railways and data centres, the Kyiv Post reported. A STATEMENT OF INTENT IS NOT A STRIKE AND NO LEDGER ROW IS ADDED FOR IT, PER THE HOUSE RULE. IT IS PRINTED BECAUSE IT NAMES DATA CENTRES AS A DELIBERATE TARGET CLASS.

Weapons and technology

Patriot: as of October 7 Ukraine had only 10 Patriot missiles left and deliveries had been irregular since May, a Ukrainian official told The Washington Post, as carried by LIGA.net. A senior Nato official said Patriot supplies under the PURL scheme were continuing, according to the report. SUPERSEDED IN PASS 2: A SOURCE FAMILIAR WITH THE SITUATION HAS SINCE TOLD CNN THAT UKRAINE HAS RUN OUT OF PATRIOT INTERCEPTORS ALTOGETHER, AND THAT ALMOST ALL THE BALLISTIC MISSILES IN THE LAST STRIKE WENT UN-INTERCEPTED. THE WASHINGTON POST FIGURE OF 10 MISSILES AS OF OCTOBER 7 IS KEPT AS THE LAST NUMBERED COUNT.

Starshield: nine US senators led by Democrat Jeanne Shaheen and Republican Thom Tillis asked the Pentagon's inspector general to investigate the disruption of Ukraine's satellite service and asked for a briefing by November 1, The New York Times reported. British Defence Secretary Wes Streeting said he and US Defence Secretary Pete Hegseth had welcomed the restoration of the service, Reuters reported. Republican Representative Brian Fitzpatrick warned that "agencies won't get funding if they're not doing their jobs", The Wall Street Journal reported, as carried by the Kyiv Post.

Aircraft: Zelenskiy said after talks with Swedish Prime Minister Ulf Kristersson that Ukraine expects Gripen fighters "soon" to help shoot down jet-powered Shaheds, Censor.net reported. New packages to strengthen Ukraine's combat aviation will be provided this month after his talks with French President Emmanuel Macron, the Ukrainian presidency said. THE AVIATION PLEDGE IS ZELENSKIY'S WORDING, NOT MACRON'S; REUTERS HAS 'THE COMING MONTH'.

China: Shenzhen Xingkai Technology quoted CNY19.5mn ($2.87mn) for 500 mesh modems for a factory in Russia's Alabuga special economic zone, which makes Geran drones, The Insider found in an undercover investigation, the Kyiv Post reported. A new Russian drone launch site with eight pads has been built about 3.5 km from the Millerovo airbase in the Rostov region, National Security News reported, citing satellite analysis. WHETHER THE MODEM SHIPMENT WENT AHEAD IS NOT KNOWN. THE INSIDER ORIGINAL WAS NOT FOUND.

Medevac drone: Ukrainian company SkyFall's StarGate drone can carry up to 150kg over 15 km one way, and the firm plans to make up to 1,000 a month by the end of the year, AP reported.

Freya: Ukraine and European partners will build their own anti-ballistic missile system, called Freya, with engineers from dozens of countries, and it must be quick to produce and cheaper, President Volodymyr Zelenskiy said on October 16. Ukraine would share it with European partners and anyone else needing the protection, he said. Europe has enough PAC-2 and PAC-3 interceptors for Ukraine to get through the winter, he added, and Ukraine is asking for the minimum of one interceptor per Russian ballistic missile instead of the standard two, a request now with every European leader. Germany has received licences to produce the interceptors Ukraine needs, with deals signed and financed and packages arriving in 2027-2028. THE REMARKS ARE READ IN BEN'S CLIPS AS A THREAD OF QUOTES POSTED BY TYMOFIY MYLOVANOV FROM ZELENSKIY'S BRUSSELS APPEARANCE. NO TRANSCRIPT OR PRESIDENCY RELEASE WAS REACHED. NO COST, TIMETABLE OR LEAD PARTNER FOR FREYA WAS GIVEN.

Belgium: Belgium will deliver 10 F-16s to Ukraine by the end of 2026, up from the three expected this year, Prime Minister Bart De Wever said during talks with Zelenskiy in Brussels. The transfer had slipped because Belgium's replacement F-35s arrived late, and those are now starting to come in, he said, Hromadske reported, citing Anadolu Agency. De Wever said Ukraine urgently needed operational fighters, calling F-16s among the few weapons able to counter Russian jet-powered drones; additional ammunition including FN Herstal munitions was also discussed. THIS SUPERSEDES THE SEPTEMBER PLEDGE OF THREE JETS. WHETHER FROZEN RUSSIAN ASSETS AT EUROCLEAR WERE DISCUSSED WAS NOT CONFIRMED BY DE WEVER.

Geran-5: Russian Geran-5 drones reached 700-800 km/h while crossing areas covered by Ukrainian air defences during the October 16 attack, which helped them get through, Russian military channels said, and at those speeds Ukrainian interceptor drones that top out at about 465 km/h were powerless against them. Ukrainian engineers had designed those interceptors against an assumed Geran-5 cruising speed of 350-400 km/h. Talk has begun in Russia of a Geran-6 on a high-altitude aeroballistic trajectory with a warhead of up to 600 kg. RUSSIAN COMMENTARY, ATTRIBUTED TO 'UKRAINIAN MILITARY-RELATED CHANNELS' BY ITS RUSSIAN AUTHOR, WITH NO ORIGINAL SOURCE NAMED AND NO UKRAINIAN OR WESTERN CONFIRMATION. THE SPEED FIGURES, THE INTERCEPTOR CEILING AND THE GERAN-6 ARE ALL CLAIMS. PRINTED BECAUSE IT BEARS DIRECTLY ON WHY INTERCEPTION IS FAILING, NOT BECAUSE IT IS ESTABLISHED.

Satellites: Europe cannot replace Starlink in the short term, EU foreign policy chief Kaja Kallas said on October 16, as Ukraine's connections were disrupted. The European Commission is negotiating Ukraine's full association with GOVSATCOM, could add commercial satellite services as early as 2027, and expects its IRIS2 constellation of more than 300 satellites to be fully operational in 2029, the Kyiv Post reported. The restrictions detected overnight on October 13-14 cut connections at terminal movement speeds of about 72-161 km/h and disrupted interceptor and medium-range strike drones; one Ukrainian source said operations need at least 450 km/h. Switching is not quick: Starlink terminals use proprietary technology and thousands would have to be replaced. THE SPEED THRESHOLDS ARE AS REPORTED AND REFER TO TERMINAL MOVEMENT, NOT DATA RATES.

Arson and sabotage in the EU and the UK

Bulgaria: Stoyanov said Sofia had sent a request to Nato's secretary general and its top military commander for combat aircraft and anti-drone systems, Reuters reported, and Nato ambassadors are due to discuss it next week, according to the report. Sofia asked for "the entire spectrum of available assets", United24 reported, citing Novinite. Prime Minister Rumen Radev has said logic points to Russia but "we cannot prove it". NO OFFICIAL ATTRIBUTION.

Black Sea: at least seven cargo ships have been hit this month, two people have died and at least 25 are missing, AP reported. AP'S TALLY IS NOT RECONCILED WITH ROMANIAN FOREIGN MINISTER TOIU'S 'FOUR SHIPS, EIGHT DEAD' IN 24 HOURS. AP NAMES THE SHIP SUNK OFF KRAPETS ON OCTOBER 13 AS THE HS DIGNITY; THE OCTOBER 16 EDITION, CITING THE SOFIA GLOBE, CALLED IT THE AZOV CONCORD - NOT RECONCILED.

Romania: President Nicusor Dan said the Black Sea would be safe only once the war ends. "We have to protect the water under our territory," he told Euronews. EURONEWS SAYS NEITHER SOFIA NOR BUCHAREST HAS DEFINITIVELY BLAMED RUSSIA; TOIU SAID ON OCTOBER 15 THAT RUSSIA 'BEARS FULL RESPONSIBILITY' - THE TWO ARE NOT RECONCILED.

Moldova: four drones entered Moldovan airspace during the Russian attack on Ukraine on the night of October 15-16 and returned to Ukraine, the defence ministry said, the Kyiv Independent reported. OTHER OUTLETS COUNT FIVE INCURSIONS (ONE DRONE ENTERED TWICE). MOLDOVA IS NOT IN THE EU.

Poland: Russian intelligence may have hired the Turkish criminal gang known as the Daltons to set fire to the Starlink ground station at Wola Krobowska on September 23, Der Spiegel reported, as carried by Meduza. Two Turkish citizens were arrested in Nurtingen, Germany on October 12 at Poland's request and a Stuttgart court is to rule on extradition. THE ATTRIBUTION IS SPIEGEL'S, CITING SOURCES, AND IS NOT CONFIRMED BY POLISH OR GERMAN AUTHORITIES. THIS IS AN ATTRIBUTION UPDATE TO THE SEPTEMBER 23 INCIDENT, WHICH IS ALREADY A ROW IN THE SABOTAGE LEDGER, NOT A NEW INCIDENT: THE LEDGER ROW IS AMENDED AND THE COUNT IS UNCHANGED. A SEPARATE STANDALONE STORY ON THIS WAS DRAFTED BY THE SAME MORNING'S ROBO RUN.

Elsewhere: no new arson, sabotage or drone-incursion incident in the EU or the UK dated October 16-17 was found at the time of writing.

Tit for tat

Ukraine's drones reached deeper into Russia's oil heartland, while Moscow claimed another 610 overnight. Russia answered with ballistic missiles that Ukraine's air force said it failed to shoot down, days after reports that Kyiv was almost out of Patriots, and with drones on Kharkiv's grid and a customs terminal near the Polish border.

On the Black Sea, Bulgaria and Romania are asking Nato for help against attackers they still decline to name. "We are awaiting their decision," Stoyanov said.

The ledgers

The running ledgers are kept as six public spreadsheets at permanent addresses. The first three are non-exhaustive, every row is sourced, and where only one side has spoken the row says so. Defence ministry figures are recorded as claims, and in the sabotage ledger attribution is given exactly as the authorities state it and no further. The fourth tracks what has happened to Ukraine's steel, iron ore, coke, ferroalloy and non-ferrous plants since 2021, grouped by owner. The fifth tracks strikes on data centres, telecoms, media and research sites; the sixth tracks refinery strikes.
