DR Congo Ebola Aid Over US$700M Unreported

DR CONGO · EBOLA FUNDING

Africa CDC says more than US$700 million of Ebola response money is unknown to national authorities in DR Congo. The agency says donors paid the funds to international partners, not to the Congolese government.

More than US$700 million of DR Congo Ebola aid is unknown to national authorities, Africa CDC said on Wednesday, 14 October. Director General Jean Kaseya spoke in Kinshasa, and the agency repeated the figure in a statement dated Thursday, 15 October.

Donors paid nearly US$962 million directly to the international organisations and NGOs that run the response, not to the Congolese state. The groups that shared figures with officials declared receiving about US$220 million.

The Gap in DR Congo Ebola Aid Reports

Only about 30% of the organisations attended a verification meeting convened by the head of the INSP and shared financial data. The INSP is Congo’s national public health institute, and Dr Hyppolite Kalambay, Africa CDC’s country director in Congo, supported the meeting.

Those groups said they had received about US$220 million, of which US$120 million was spent and US$100 million remains unspent. Subtracting that from nearly US$962 million leaves more than US$700 million that national authorities cannot account for.

The unreported amount is roughly three quarters of everything the donors paid out. Africa CDC is the continental health agency of the African Union, the bloc of 55 African states.

Radio Okapi, a Congolese radio network, gave a similar picture of the Wednesday press conference. It put the traced amount at about US$200 million and the unspent sum at about US$100 million.

What Africa CDC Says Happens Next

Africa CDC says it will work with the government to reconcile the funding and identify what each organisation received. The exercise is to document spending, remaining balances, activities and results.

The agency calls the partners’ lack of cooperation unacceptable and says sovereignty carries duties to respect national coordination and accountability rules. It would back administrative measures the government judges necessary, up to suspending or withdrawing an organisation’s accreditation.

Africa CDC may also alert authorities in other African countries to the names of organisations that do not comply. Its written statement does not name the organisations that failed to report.

Africa CDC Stops Short of Alleging Theft

In an interview with Actualite.cd, a Kinshasa news site, Kaseya said the money being sought is with the partners, not the government. He called it unclear management and added that he was not yet speaking of embezzlement.

The written statement describes a reporting gap, saying the amounts remain unknown to national authorities. It says the partners have not provided the information, which is a different finding from lost money.

That wording matters because some headlines have called the sum untraceable or missing. The statement itself does not say any money was lost, stolen or misused.

Earlier Calls for Transparency

On 4 October, Africa CDC said it backed the Congolese government’s call for stronger transparency and traceability in Ebola funding. It promised to strengthen its Financial Tracking Mechanism, which gathers partner data and flags funding gaps.

That statement put announced donor commitments at US$2.9 billion, far above the nearly US$962 million now said to have been paid. Prime Minister Judith Suminwa Tuluka urged rapid disbursement of those pledges at a G20+ meeting in New York on 23 September.

Africa CDC also said it supports administrative action against organisations that miss reporting rules, in line with national law. President Félix-Antoine Tshisekedi Tshilombo had led a high-level meeting on Wednesday, 5 August that set priorities on coordination and financial accountability.

What It Means for US Readers

The State Department announced an additional US$267 million for the Ebola response in DR Congo on 23 September. The Africa CDC statements do not say whether any US money sits inside the unreported amount.

For US readers, the question is oversight: will donors demand itemised accounts from the groups that spend their money? US charities and contractors working in Congo could face tougher reporting demands, because Africa CDC backs sanctions on groups that stay silent.

Travellers should note that the finding concerns accounting, not the outbreak, and the statements announce no change to health advice. Nothing in the statements points to a change in entry rules for Congo.

What Is Not Known

The statements do not name the organisations that failed to report or say how much each donor paid. They also do not say whether any US money is in the unreported amount.

The figures differ across statements, with about US$200 million, US$220 million and US$228 million given for the amount already traced. No audit report was linked in any of the statements, and the numbers come from Africa CDC and its Congolese partners.

Kaseya said in the interview that US officials promised a list of every partner that received money. No US statement confirming this was found.

He also said Africa CDC will publish a report on where each amount went. No publication date has been given.

What Comes Next

Africa CDC and the Congolese government now have to reconcile the payments, and no deadline has been announced. The step to watch is whether the government suspends the accreditation of any organisation that stays silent.

Nothing in the statements says the Ebola response has stopped or that any money has been shown to be stolen. The gap concerns reporting, and it will narrow only if the partners publish their figures.
