Egypt pushed ahead with the Russian Suez zone on Monday 19 October, when President Abdel Fattah El-Sisi received Russia’s BRICS envoy in Cairo. The envoy, Maxim Oreshkin, also met Foreign Minister Badr Abdelatty to speed up a planned park for Russian factories beside the Suez Canal.
For US readers, the visit shows Russia building an industrial base in a country that Washington has long counted as a security partner. It also puts a Russian project next to the canal, one of the busiest trade routes in the world.
What Happened in Cairo on Monday
President El-Sisi received Maxim Oreshkin, deputy head of the Russian presidential administration and President Vladimir Putin’s BRICS envoy, the presidency said. Its spokesman, Ambassador Mohamed El-Shennawy, said El-Sisi asked him to pass his greetings to Putin and stressed Egypt’s commitment to coordinating on joint projects.
Oreshkin passed on Putin’s greetings and said Russia wants to deepen cooperation and advance strategic projects, according to the presidency. The two sides also discussed recent BRICS developments and regional issues, with Egypt’s intelligence chief Hassan Rashad present.
What the Russian Suez Zone Is
The Russian Suez zone is a planned park for Russian factories inside the Suez Canal Economic Zone, Egypt’s state-run area of ports and factory sites. It was first agreed in 2018 under a 50-year framework, with an early plan of US$7 billion and about 35,000 jobs, Ahram Online reported.
In September 2025, Egypt and Russia signed a long-term usufruct agreement, which gives Russia the right to operate the site. On 15 July 2026, Egypt’s foreign ministry said a Russian developer had been selected, after a call between Abdelatty and Russian industry minister Anton Alikhanov.

What Abdelatty and Oreshkin Discussed
Abdelatty welcomed Oreshkin on his first visit to Egypt and said Egypt is proud of its comprehensive strategic partnership with Russia, the foreign ministry reported. They reviewed how to speed up the Russian Suez zone after the developer announcement and raise industrial and commercial investment.
They also looked at cooperation in heavy industry, car manufacturing, digital transformation and artificial intelligence, including the transfer and local production of technology. Al Bayan reported in July that Egypt had set aside 300,000 square metres for the first phase.
Why Russia Targets the Suez Canal Economic Zone
The Suez Canal Economic Zone offers tax and customs incentives, port access and a base for selling to Europe, the Gulf and Africa. Its authority reported US$7.26 billion of contracted investment across 117 projects in the year to 30 June, as the Rio Times reported on 1 September.
Russia’s other big project in Egypt is the El-Dabaa nuclear plant, which the Rio Times covered on 29 August. It is planned with four reactors and 4,800 megawatts of capacity in total.
Who Is Maxim Oreshkin and What Is BRICS
Oreshkin is deputy head of the Russian presidential administration, and this was his first trip to Egypt. His special title covers financial and economic cooperation with BRICS countries.
BRICS is a bloc of large emerging economies that began with Brazil, Russia, India, China and South Africa. Egypt joined in January 2024, and Russia chaired the bloc in 2024.
What It Means for US Readers
Egypt has long been a close US security partner and a major recipient of US military aid. A Russian industrial park on its canal therefore draws attention in Washington.
US shipping lines, manufacturers and lenders that use the Suez route or the economic zone will watch which companies the Russian side brings. Western sanctions on Russia since 2022 limit what Russian firms can buy, and the financing of the Russian Suez zone has not been set out.
What Is Not Known
Neither government has named the Russian developer or given an investment figure, an opening date or the first factories. The 2018 estimate of US$7 billion and 35,000 jobs has not been updated in the official statements.
It is also unclear whether the talks produced any signed agreement, since the presidency and the foreign ministry reported discussions only. The statements do not say when the Russian Suez zone will receive its first factory.
