The US Treasury is trying to cut off the Iranian regime’s money supply, and it isn’t being subtle about it. Treasury Secretary Scott Bessent has called Operation Economic Outcast an “economic D-Day.”
The campaign launched on August 24, 2026. Its goal is to isolate Tehran by dismantling the financial networks that carry its oil and military revenue. Its sanctions have now designated over 60 entities, individuals, and vessels.
The latest major move landed on October 15, 2026. Treasury sanctioned the International Development Bank for Investment and Finance in Iraq, along with several Iranian offshore banks operating in free trade zones.
Banks, ships, and a crypto platform
Operation Economic Outcast is not a single action. It is a series of sanctions rounds aimed at sectors Treasury considers central to how Iran gets around existing restrictions.
Those sectors include aviation, shipping, and digital assets.
The offshore banks matter because free trade zones can operate with lighter oversight than mainland financial systems. Lenders there can serve as intermediaries, moving money through accounts that never look obviously Iranian on paper.
Treasury has also gone after shadow banking operatives across multiple jurisdictions. These are the people and firms that run informal financial plumbing, routing payments outside the formal banking system so sanctioned parties can still settle trades.
The legal backbone for most of these actions is Executive Order 13902. That order focuses on Iran’s financial and petroleum sectors, which together form the core of the regime’s revenue machine.
BitBank and the digital asset angle
The crypto piece of this story arrived on September 17, 2026. That’s when Treasury sanctioned BitBank, a crypto platform it said facilitated Bitcoin transfers to the Islamic Revolutionary Guard Corps.
By naming digital assets alongside shipping and aviation, Treasury is placing crypto in the same category as tankers and cargo planes.
The secondary sanctions warning
Treasury has said banks outside the US could face secondary sanctions if they do business with sanctioned entities. Treasury has stressed cutting Iran off from dollar-based finance, and most global banks cannot function without that access.
Background: an escalation, not a first attempt
What makes Operation Economic Outcast different, at least in Treasury’s framing, is its systemic approach. Rather than targeting isolated actors, it goes after the evasion channels themselves: the offshore banks, the shadow bankers, the shipping networks, and the crypto platforms.
Treasury has framed the ultimate objective as undermining the regime’s capacity to fund military operations and proxy activities.
What this means
For oil markets, the stakes are the most direct. Petroleum revenue sits at the center of Executive Order 13902, and any effort to choke it off could add volatility to a market already sensitive to geopolitical shocks.
For banks in jurisdictions near Iran’s economic orbit, the October 15 action is a clear message. If a lender in Iraq can be designated, institutions elsewhere in the region have reason to review who their clients actually are.
For the crypto industry, the BitBank designation fits a broader pattern. Governments are increasing scrutiny of crypto used in cross-border transactions.
