The complaint, which alleged abuse of office and overstepping official authorities, was submitted by the opposition Democratic Party (DS) and its leader, Srdjan Milivojevic. It followed Vucic’s announcement on September 27 - issued just before he resigned from the presidency - granting amnesty to 49 unspecified people.
In its ruling, the VJT’s Special Department for Prevention of Corruption said that there were no grounds for suspicion that a criminal offense had been committed. The prosecution emphasized that Vucic acted strictly within his constitutional limits and that his actions did not result in personal gain, cause harm, or severely violate the rights of others.
Furthermore, the VJT noted that simply challenging the transparency or justification of a presidential pardon does not constitute evidence, concluding that the filing party failed to provide any material proof to support their claims.
