Senior citizens who continue to rely on the traditional green barcoded identity document can avoid long queues and extra costs by taking advantage of official government fee waivers. According to the Department of Home Affairs' regulations, South African pensioners aged 60 and older are entitled to apply for their first Smart ID card free of charge. While other applicants pay a fee of R140, older citizens are fully exempt from the application fee.
Essential paperwork and security upgrades for SASSA beneficiaries. In a news report published by The South African, property and social welfare writers noted that updating identity documents is vital for grant recipients as SASSA relies on valid verification to prevent payout fraud.
Pensioners applying for a Smart ID card are required to present:
- Their original green barcoded ID book (or an official police affidavit if lost)
- Proof of residence or a residential address declaration
- A marriage certificate or divorce decree, where applicable, for marital status verification
The shift away from the green ID book stems from the high vulnerability of green ID books to identity theft, whereas Smart ID cards feature biometric chips and enhanced security. Home Affairs has scheduled a complete phase-out roadmap which commences on 31 March 2028, encouraging senior citizens to upgrade early to prevent last-minute administrative delays.

Took 10 minutes to do the application and a week or 2 later, 5 minutes to collect. Refreshing to have a top experience. Thanks ABSA Claremont."
